Centre to fund project reports for intelligent transport system - Hubli Included

The Union Urban Development Ministry will fund 80 per cent of the cost of preparing master plan/ detailed project report for intelligent transport system (ITS) in important cities across the country, including those in Karnataka.

A senior Ministry official announced this at the concluding session of a seminar on ITS jointly organised by UDD, governments of Japan and Karnataka here on Friday. Karnataka was keen on implementing ITS initially in three cities — Mysore, Bangalore and Hubli-Dharwad.

“Let the experience in these cities be pilot projects as Karnataka has been the role model for other,” the official said.

The seminar was attended by many big names in the field of electronics from Japan, which is keen on implementing ITS in India, particularly the southern States.

Addressing these companies, the official said that low-cost technology is abundantly available to develop ITS. “If you are keen on implementing ITS in India, you should deploy low-cost technology. The companies will not lose anything because the volumes of deployment are very high,” he said.

At the same time, the companies should explore to make the best utilisation of the existing infrastructure such as mobile telephone network, he suggested.

Also, the companies should be prepared to set up manufacturing units in India by creating Indian subsidiaries, as the country is keen on developing indigenous technology as well as creation of employment.

On the role of Japan International Cooperation Agency, which has been funding various projects in India, he urged the agency to fund certain pilot projects of ITS in India, to test the proof of concept.

The agency may fund preparation of detailed project reports and support the national architecture for ITS which is being developed by UDD. The next phase of Jawaharlal Nehru National Urban Renewal Mission, which may be launched this year, will include funding ITS.

Commissioner, Directorate of Urban Land Transport (DULT), Karnataka, V. Manjula, said that a few initiatives of ITS are being adopted in the State, including B-TRAC in Bangalore and the World Bank-funded ITS in Mysore. She said that integration of information and communication technology with the transport infrastructure, vehicles and users, will help people to make more informed travel choices even as it helps improve traffic flow.

Throughout the day, representatives from Japanese companies Nippon Koei, ITS Japan, Zero-Sum Wireless Solutions, East Nippon Expressway Company, Toshiba, Hitachi, Nagoya Electric Worksco, Mitsubushi Heavy Industries and Toyota Tshusho Electronics made presentations on different aspects of ITS.

Yasuhiro Okumura from Japan's Ministry of Land, Infrastructure and Transport and Taro Okawa from JICA were present.

Textile parks to come up in five districts - One in Belgaum

The Textiles Department will set up Textile Parks in Belgaum, Chitradurga, Kolar, Tumkur and Chikkaballapur, Textiles Minister Varthur Prakash said on Thursday.

Addressing the media in Bangalore, Prakash said the government would give a subsidy of Re 1 per unit of the electricity consumed by factories that will be set up in the Textile Parks.

The minister said there were around 55,000 weavers in the State and efforts were being made to provide houses to all of them.

Presently, housing has been provided to 25,000 weavers. Around 350 families have been identified in the Naxal-hit areas of the State, where the department will impart training in weaving.

Prakash said the Textile sector had attracted an investment of around Rs 500 crore. He said he would shortly hold discussions with Education Minister Vishweshwara Hegde Kageri to resolve the school uniform distribution problem.

His department is presently finding it difficult to meet the Education department’s demand.
He said the actual requirement would be ascertained from the Education department, following which a decision will be taken on the total number of uniforms to be distributed.

A prepaid autorickshaw counter was inaugurated at the railway station hereby Hubli-Dharwad Police Commissioner K. Ramachandra Rao on Friday.

He said the prepaid counter was a long-pending demand of the public. Such counters would be set up at the new bus-stand, Hubli railway station, and Hubli old bus-stand, he added.

The notification issued by the Government on fares to be charged by prepaid autorickshaw drivers had been displayed at the counter. Policemen would be deployed to monitor its functioning, he said.

Notification

As per the notification, the minimum fare is Rs. 15 for the first 1.6 km and after that Rs. 10 for every km. Presiding over the programme, Deputy Commissioner Darpan Jain said auto service should improve along with public transport.

Service tax

A service tax of Re. 1 would be charged towards the maintenance of the counter and salary of the operator manning the counter, he said.

[Belgaum] Sugarcane Research and Development Centre planned

The State Government has decided to establish Sugarcane Research and Development Centre in Yargatti in Hukkeri taluk, the home taluk of Agriculture Minister and district in-charge Umesh V. Katti.
According to Mr. Katti, the centre would come up under the aegis of the Belgaum-based S. Nijalingappa Sugar Institute, University of Agriculture Sciences Dharwad and Department of Agriculture.
The Government will provide Rs. 5 crore towards establishment of the centre.
The establishment of the centre in this part of the State was in view of the fact that both Belgaum and Bagalkot districts in north Karnataka with 28 sugar mills in cooperative and private sectors have emerged as major sugarcane and sugar producers in the State. But though the sugar recovery percentage was relatively more than in the mills in south Karnataka there is a strong need to improve crop yield and productivity as well in this region.
The centre will help sugarcane growers adopt scientific farming practices to boost production of sugarcane in the State.

The State Cabinet on Thursday approved the scheme for introducing Bus Rapid Transit (BRT) system proposed in the recent budget with a nominal outlay of Rs 25 crore.

Aimed at offering seamless travel through on dedicated bus lanes, there are proposals of introducing the system in Bangalore, Mysore, Hubli and Dharwad. Briefing reporters after the Cabinet meeting, Higher Education Minister V S Acharya said a 30-km corridor between Silk Board Junction and Hebbal has been identified in Bangalore for introducing BRT at an estimated cost of Rs 550 crore. Similarly, the Mysore BRT will have corridors totalling 160 km at an estimated cost of Rs 1,173 crore, while the Hubli-Dharwad corridors will stretch for 31 km. Unhindered movement Stating that these dedicated bus lanes will be constructed for unhindered movement of buses, Acharya said the State might utilise funds from the Jawharlal Nehru National Urban Renewal Mission for parts of the projects in Bangalore and Mysore. The detailed project report (DPR) for the corridor in Bangalore is ready, he said, adding: “But it is going through some modification.” The DPR for the Mysore project is under review. In Hubli and Dharwad, they said, the DPR is in the process of being prepared. “Roads are being widened in Hubli and Dharwad, and the BRT corridor will be part of this project –– with four lanes dedicated for the BRT,” he said, adding that DPR for Hubli-Dharwad was being prepared. Further, he said the Centre (Urban Development Department) has given approval in principle for the project and the same, after the completion of procedures, could be submitted to avail assistance from the World Bank, through its sustainable urban transport development scheme.

Five new layouts planned in Belgaum

BELGAUM: Belgaum Urban Development Authority (BUDA) has identified 455 acres of land at Kanabargi, Anagol, and Hindalaga on the outskirts of the city to develop five layouts.
The process to acquire 160.1 acres in Kanabargi is in final stages. As many as 2,120 sites will be developed there. About 145.35 acres have been identified at Bhagyanagar in Anagol, where 1,700 sites will come up.

BUDA will acquire 114.33 acres and 29.34 acres for the two layouts planned in Hindalaga, which will collectively have 1,740 sites. The government has approved four projects, while the one for Kapileshwar Layout -where 50 sites will come up on 5.33 acres - is awaited.

BUDA is offering 40% of the developed land to farmers, instead of compensation. BUDA commissioner D S Chougula and local representatives convened several meetings with farmers to convince them. "Over 50% of them are committed to BUDA," Chougula told STOI.

"The farmers will benefit from the 40:60 deal with BUDA. The present per-acre rate is Rs 18-20 lakh, but they will get around Rs 50-70 lakh after getting 7-8 gunta developed land," he said.

[Hubli] Work on improving sewerage network to begin soon

HUBLI: The long-pending demand for setting up sewage treatment plants and improvement of the underground drainage network in the twin cities will soon materialise as the Hubli-Dharwad Municipal Corporation (HDMC) has received Rs. 144-crore grant for taking up these works.
Corporation Commissioner K.V. Trilok Chandra told presspersons here on Thursday the funds had been sanctioned under the Asian Development Bank-assisted North Karnataka Urban Sector Investment Programme.
Allocation plan
He said Rs. 100 crore would be utilised for works in Hubli and Rs. 44 crore for works in Dharwad. The allocation plan has been approved in the general body meeting of the HDMC council.
Requirement
The Commissioner said that Rs. 700 crore was required for comprehensive development of the sewerage system and setting up sewage treatment plants (STP) in the twin cities. The HDMC had chalked out plans to take up the works in a phased manner depending on the availability of funds.
And for the purpose, Hubli had been divided into three zones, Dharwad into six zones and Navangar would be considered as one zone, he said.
First phase
To begin with, work on setting up an STP at Gabbur near Hubli would be taken up at a cost of Rs. 29.4 crore.
The STP would have a capacity to treat 40 million litres of sewage per day, Mr. Trilok Chandra said. Sewerage network improvement work would be taken up in two packages at a cost of Rs. 48.26 crore and Rs. 35.88 crore respectively.
Under this, development of trunk mains, sub mains and interceptors would be taken up so that sewage could be diverted to the STP that would come up at Gabbur.
The Commissioner said that tenders had been finalised and work orders would be issued within a few days. While Eagle Construction Company of Kolhapur had bagged the contract for the two packages of the sewerage network improvement work, S.N. Enviro-Tech Private Ltd. in joint venture with SFC Environmental Technologies, New Delhi, had bagged the contract for the STP work.
Deadline
Mr. Trilok Chandra said the companies would be given 18 months to complete the works.
To a query, he said the HDMC had decided to take up several works pertaining to underground drainage network improvement in Old Hubli area.
The works had been included in the action plan prepared for utilising the Rs. 100-crore special grant promised by the State Government for 2011-12, Mr. Trilok Chandra said.

[Belgaum] Zuari in process of acquiring land for urea plant in Karnataka

NEW DELHI: Fertiliser-maker Zuari Industries Ltd on Wednesday said it is in the process of acquiring land to set up a Rs 5,000 crore gas-based urea plant in Karnataka with an annual capacity of 1.3 million tonnes a year.

"The company has got approval from the Karnataka government to go ahead with the project. We have started the process of acquiring land in Belgaum district," Zuari Industries Executive Vice Chairman H S Bawa told reporters on the sidelines of a press conference.

"The project is estimated at Rs 5,000 crore," and it will will be built in Belgaum district, bordering Maharashtra and Goa, which has a gas pipeline running through it, he said. Natural gas is a feedstock for fertiliser plants.

The plant will be built near the Dabhol-Bangalore gas pipeline project, which is expected to complete by 2012-13, he added.

Bawa was here at a ceremony to reposition 21 group companies, including Zuari Industries, led by industrialist Saroj Poddar, under an unified banner -- Adventz.

The Belgaum plant will be commissioned by 2015-16 after the government's new fertiliser investment policy comes into force, he said, hoping the policy will be constructive and it will be investor-friendly.

Apart from Belgaum, Zuari Industries is also looking at land acquisition near Karwar, in Uttar Kannada district of Karnataka, for building a phosphate and customised fertiliser plant at an estimated investment of Rs 700 crore, he noted.

Regarding the conversion of its Goa fertiliser plant from naptha to a gas unit, Bawa said, "By 2012, we are hopeful that the plant will be converted to a gas-based unit with the use of imported liquefied natural gas (LNG) initially".

As and when the domestic gas becomes available, the unit will switch over to gas, he added.

Presently, the Goa plant has the capacity to produce 8,00,000 tonnes of phosphate a year. After the revamp, the capacity would rise to one million tonnes a year.

The country imported 16.17 million tonnes fertilisers in April-November this fiscal, almost equal to the total import of 16.38 million tonnes during the entire 2009-10.

India meets 85 per cent of its urea requirement through indigenous production, but is largely dependent on imports for meeting the phosphorus and potassium requirement, either as finished fertilisers or raw materials.

[Hubli] Proposal to set up ITSEZ

An Information Technology Special Economic Zone (ITSEZ) has been proposed to be set up in Hubli to tap the potential in the IT sector.

Deputy Commissioner Darpan Jain told The Hindu that the proposed ITSEZ has been planned to be set up on 100 acres of land belonging to the Karnataka Industrial Area Development Board (KIADB) at Gamanagatti village near Hubli.

The KIADB possesses around 500 acres of lands of which 100 acres had been proposed to be set apart for the proposed ITSEZ. The process of land acquisition completed a year ago and there would be no hurdles to kick off ITSEZ works once the Government gives a nod to it and the statutory requirements were met, he said.

According to Mr. Jain there a proposal to this effect was pending as it could not be moved forward due to the global economic meltdown that left IT sector in bad shape. Now, as the recession period was over and the IT sector was looking for expansion, it would be in the fitness of things to set up ITSEZ in Hubli.

Besides, the cost factor, improved infrastructure and recreation facilities along with availability of trained human resource makes Hubli an ideal destination for the ITSEZ.

Stakeholders of the IT industry, academicians and several others stressed on the need to set up the ITSEZ at a meeting on IT-related issues convened by the district administration recently. It would also help tap potentials of north Karnataka and promote economic activities in the region.

However, whether the ITSEZ is to be established by the KIADB or by private parties was under contemplation. A majority people at the meeting opined that it would be better if a private party established the ITSEZ.

“In that case, an anchoring IT company has to be identified. I have already sent a communication to some major IT companies in this regard”, Mr. Jain added.

Fly into Belgaum after sunset: DGCA Clearance For Night Landing Facility

BELGAUM: The much awaited night landing facility at Belgaum airport, Sambra, has been cleared by the Airport Authority of India in view of the World Kannada Meet (WKM) to be held in Belgaum from March 11-13. This was a long pending demand of the people of Belgaum.

Though the facility was set up about six months ago, officials were awaiting clearance from the authorities concerned. With WKM approaching, the night landing facility was cleared by the Director General of Civil Aviation, said Prabhakar Kore, chairman, World Kannada Meet Reception Committee.

"We were worried about receiving those arriving by flight. We were constantly in touch with the civil aviation ministry and insisted that they inspect the facility for clearance. On Sunday afternoon, we got information from the DGCA that the night landing facility has got the nod," he added.

Currently only a Kingfisher flight operates from Belguam to Mumbai. There are no flights to Bangalore from Belgaum.

"We have requested UB chairman Vijay Mallya to introduce air services directly from Belgaum to Bangalore. We have got a positive response from him. If everything goes well, we will soon have air service to Bangalore from Belgaum," he added.

The clearance has a big relief for s delegates coming from other countries can now easily land in Belgaum without any worries, Kore said.

He said even private air service providers are expected to introduce chartered flight service to Belgaum and Bangalore for people arriving from other states.

"The district administration is in touch with SpiceJet and Kingfisher to to introduce air service from Belgaum to Bangalore following this clearance," said Ekroop Kaur, deputy commissioner, Belgaum.

The four-lane road between Hubli and Dharwad, a longstanding demand of the residents of the twin cities, is another step closer to being realised with the bhoomi puja for the project to be performed on Saturday.

Minister for Rural Development and Panchayat Raj and in charge of Dharwad district Jagadish Shettar told presspersons here on Wednesday that Chief Minister B.S. Yeddyurappa would perform the bhoomi puja for the Rs. 177.73-crore project.

While the Centre has sanctioned Rs. 100 crore towards the project, the State Government's share is Rs. 77.73 crore. The tender had been finalised and the work order issued to the contractor.

Rapid transit system

As there was a proposal to have a World Bank-funded Bus Rapid Transit System (BRTS) between the twin cities, the contractor would work in coordination with the officials of the Directorate of Urban Transport; the four-lane road would be laid keeping in mind the requirements of the BRTS, Mr. Shettar said.

Two dedicated lanes would be required for the BRTS, which is a Rs. 500-crore project, making it a six-lane road. “However since the proposal is still in an initial stage, we will be implementing the four-lane project,” he said.

The Minister said a stretch of 19 km between Hosur Circle in Hubli and Jubilee Circle in Dharwad would be developed as part of the project. Of this, 13.75 km of concrete road would be laid between Naveen Hotel near Unakal Tank in Hubli and JSS College at Vidyagiri in Dharwad, he said.

Underpasses would also be constructed at Unakal, Navanagar and Bhairidevarakoppa, and an overbridge at Navalur.

Besides, junction improvement work would be taken up at the Jubilee Circle, Court Circle and NTTF Junction in Dharwad, and Hosur Circle in Hubli, Mr. Shettar said.

Afforestation

The Minister said the Forest Department had completed the survey on the number of trees to be felled to facilitate the road widening. A sum of Rs. 27.27 lakh had been paid to the department for afforestation.

Deputy Commissioner of Dharwad Darpan Jain said the administration was also contemplating shifting the trees where possible.

The Karnataka Urban Water Supply and Drainage Board had also been paid Rs. 2.84 crore to shift existing water supply lines along the route, Mr. Shettar added.

The new Dharwad Agricultural Produce Marketing Committee (APMC) yard was inaugurated here on Wednesday by Minister for Rural Development and Panchayat Raj and in charge of Dharwad district Jagadish Shettar.

Speaking at the inauguration, Mr. Shettar said the district administration had been asked to submit a proposal for the development of the APMC yard in Hubli, which was the biggest in Asia. There were plans to develop infrastructure and build facilities for the merchants and workers, he said.

Similarly, the Assistant Commissioner of Dharwad had been told to submit a plan for developing infrastructure at the Dharwad APMC yard.

The Minister said the State was committed to developing infrastructure for agriculture and had allocated funds in the budget for this. He also appealed to the APMC authorities and senior merchants to take a delegation to Bangalore to hold discussions in this regard with APMC Minister Laxman Savadi.

Earlier, APMC director Deepak Chinchore urged the Minister, and legislators Chandrakant Bellad and Seema Masuti to ensure that necessary infrastructure was provided at the new APMC yard. The yard, he said, was opened without the required infrastructure in place.

Dharwad: Vice-Chancellor of Karnatak University – Dharwad H.B. Walikar has said that the university was ready to hand over 20 acres of land for the establishment of the proposed Indian Institute of Information Technology (IIIT) in Dharwad.

Speaking to presspersons here on Monday, Mr. Walikar said the Centre has sanctioned one of 14 new IIITs proposed to be set up in different parts of the country. Earlier, a proposal was mooted to set up the IIIT in Gulbarga but Minister for Higher Education V.S. Acharya, who is the alumni of Karnatak University, has favoured setting up of IIIT in Dharwad. So, the Government sought land for the purpose.

The KUD has submitted a proposal urging the Government to set up the prestigious institute on the varsity premises. And, the Government has been requested to allow the faculty of the proposed IIIT to teach postgraduate students of KUD. According to Prof. Walikar, once the proposal gets Government's approval, the institute would be set up on KUD premises.

Research centre

On the new projects to be launched in the next academic year, he said Rs. 1.5 crore has been earmarked for the construction of Mathematics Research Centre in the varsity which would be named after the former Vice-Chancellor and mathematician D.C. Pavate. It will provide opportunities for students to take up research in mathematics.

Scholarship

Besides, the varsity would launch scholarship programmes for the students taking up courses in basic sciences. A 100 would be provided annual scholarship of Rs. 10,000 each for three years. While the varsity will contribute funds for providing scholarship to 50 students, managements of educational institutions will contribute the rest of the amount. During the second phase, the scholarship programme would be extended to postgraduate science students, he added.

In order to select eligible students for the scholarship, State-level test on par with the CET would be held followed by counselling. Those who secure the first hundred ranks would be given scholarships. And, only students interested to take up B.Sc. with Physics, Chemistry, Mathematics and Biology (PCMB) combination would be eligible.

Correspondence course

Karnatak University will launch postgraduate correspondence course in mathematics, MBA and mass communication and Journalism from the next academic year. It is proposed to sign a memorandum of understanding (MoU) with Bangalore University to offer M.Sc. in electronic media. An additional MoU with the VTU will ensure faculty development programme for the teachers in basic sciences. In reply to a query, Prof. Walikar said mineral water plant would be set up in every hostel to ensure that the students get clean drinking water.

A plan to distribute meals at Rs. 1 has been mooted and will be implemented soon, he added.

A 15-km human chain from Visvesvaraya Technological University in Machhe to Pune-Bangalore NH4 will be formed on Wednesday to urge the Centre to provide funds to implement Rs. 5,000-crore Belgaum Vision 2030 plan. The vision document lists out projects to be taken up for the development of Belgaum district.

Mr. Abhay Kumar Patil said a large number of people from all sections of society will participate in the formation of human chain. Multi-speciality hospital planned in Hubli

HUBLI: A group of city-based doctors, who are also specialties, have come together to set up a 150-bed multi-specialty and multi-super specialty hospital behind NWKRTC office off Gokul Road. The ground-breaking ceremony of the hospital will be held on Thursday at 10.30 am.

Speaking to reporters here on Tuesday, Tatwadarsha Healthcare Solutions Pvt Ltd chairman Dr S P Baligar said the hospital will have CT/ MRI scans, specialized ICU, surgical ICU, paediatric ICU and neonatal ICU among other facilities, "making it the only hospital in north Karnataka to have all such facilities under one roof".

The Karnataka Government today requested the Centre to extend Rs 4329.40 crore financial aid to transform Belgaum into the 'City of the Decade 2011-2021.'

"The project envisaged by the state proposes to provide citizens a safe and sustainable environment, with state-of-the-art infrastructure, service delivery, connectivity, and economic well-being, supported by an efficient governance framework," Chief Minister B S Yeddyurappa said in a letter to Prime Minister Manmohan Singh.

To achieve the desired results in consonance with the Mission statement,the state government has prepared a detailed "City Development Strategy and Investment Plan for Belgaum City" , he said.

Total investments estimated for development infrastructure would be around Rs 4329.40 crore, he said and urged the Prime Minister to include the project in the ensuing budget as a special project.

Karnataka Government would be willing to bear 10 per cent of the cost as per Government of India guidelines, he said.

"I shall be thankful if you could kindly issue directions to the Union Urban Development Ministry to incorporate this project on priority to commemorate visit of Mahatma Gandhi to Belgaum City for the 39th Annual Session of the Congress and hope our request is considered favourably", he said.

The Karnataka Government is organising the second World Kannada literary conference in Belgaum next month.

[Dharwad] New truck terminus to come up

DHARWAD: A new truck terminus will soon come up on a 7.26-acre land at Belur Industrial Area off Dharwad. The terminus, being developed at a cost of Rs 8 crore, will accommodate 184 trucks. Facilities like dormitory, drinking water, retail shops, toilets, dhaba and police station will also come up there.

District minister Jagadish Shettar visited the site on Monday along with DC Darpan Jain. He said the project launched in September 2010 would be completed before December this year. "A proposal has been submitted to the government, demanding funds to construct a hi-tech truck terminus at Anchatgeri near Hubli. Once the funds are sanctioned, the work on the terminus will be taken up on 50 acres," he added.

Sankalp Semiconductor, with an employee base of 140, caters to the top 10 semiconductor companies in the world. It is the second company to begin its operations from the tech park set up at Navanagar between Hubli and Dharwad with the objective of promoting IT companies in the region. ITES company N.S. Infotech was the first to begin its operations from the tech park last year.

Rural Development and Panchayat Raj Minister and Dharwad district in charge Jagadish Shettar inaugurated the new premises of the company on Wednesday.

The company, which shifted its base from Bangalore to Hubli a few years ago, was hitherto operating from the campus of BVB College of Engineering and Technology.

Lauding the company for involving itself with various initiatives aimed at helping students from the region, Mr. Shettar promised all help for IT companies willing to operate from Hubli. Mr. Shettar said the State Government was making focussed efforts for promoting the IT industry in the Hubli-Dharwad region. The Minister warned that if companies failed to make use of the land for which it was allotted to them at the tech park, it would be taken back by the administration.

Dharwad to have new IIIT

The IT dream in north Karnataka has just gotten more distant. In a surprising volte-face, the state government has proposed shifting the new Indian Institute of Information Technology (IIIT) from Gulbarga to Dharwad.

Earlier this month, the state government had announced that a new IIIT would be housed at Gulbarga as part of the 20 such institutes being set up by the Centre across the country. But the state government has now written to the Centre to locate the new IIIT in Dharwad instead of at Gulbarga. Confirming the move, state Higher Education Minister V S Acharya said the IIIT was being shifted as Gulbarga already had two universities—a central university and a state university. “Moreover, the Employment State Insurance Corporation (ESIC) is establishing a medical college and hospital in Gulbarga. Since there is a constraint on land, we decided to shift the IIIT to Dharwad,” he said. Acharya said Dharwad was chosen as Hubli-Dharwad was the second largest city in Karnataka. “Dharwad has a very supportive academic environment, and we felt that it would be better suited to have the IIIT in Dharwad,” he said. Since Karnatak University in Dharwad was nearly 50 years old, it would provide a supporting environment for the IIIT. The state government will now have to identify around 50 acres to hand over to the Central government. Interestingly, Hubli-Dharwad already has a functional IIIT. With the present proposal, the twin city will have two IIITs. The Bangalore unit of IIIT has opened a centre in Hubli that offers a finishing school programme in collaboration with the IT industry. Currently, it offers certification programme in Information Technology Management, and Embedded and Real Time systems. The institute has also been holding special recruitment drives for students from the region. The IIIT will be established on a private-public partnership model, with Centre bearing 50 per cent of the cost of establishing the institute. The state government will bear 35 per cent, and industry will bear 15 per cent of the total cost. The capital expenditure will be around Rs 128 crore, while the Centre will provide partial support towards recurring expenditure of upto Rs 10 crore to the IIIT depending on requirements.

Hubli Dharwad Municipal Corporation to build ‘magic boxes' at two junctions

The Hubli Dharwad Municipal Corporation plans to build ‘magic boxes' at two junctions in Hubli as part of its initiative to improve traffic management in the twin cities.

Addressing presspersons here on Tuesday, HDMC Commissioner K.V. Trilokchandra said the State had given in-principle approval for an additional grant of Rs. 100 crore in the coming financial year 2011-2012. This was in addition to the Rs. 100-crore grant sanctioned earlier.

He said that on the State Government's instruction, the corporation prepared and submitted an action plan for Rs. 100 crore.

Mr. Trilokchandra said that Rs. 5 crore had been set aside for improving traffic management. Of this, Rs. 2 crore would be used for the magic boxes and development of parking lots. The remaining Rs. 3 crore would be used to install surveillance cameras, signages and develop link roads.

Mr. Trilokchandra said that the corporation had earmarked Rs. 35 crore for construction and development of roads, drains, pavements and pedestrian subways. As many as 214 works would be taken up under this.

He said that the corporation would take up expansion of the underground drainage system and lateral works at a cost of Rs. 5 crore to begin with.

“Initially, we plan to take up such works in the Old Hubli area,” he said.

The Commissioner said that keeping in view the problems faced by people living in low-lying areas, Rs. 5.5 crore had been set aside to take up works to strengthen storm-water drains in those areas and also ensure clear passage for overflowing water bodies.

He said Rs. 14.50 crore would be spent to develop Ashraya colonies, graveyards and villages that had been brought under the jurisdiction of the corporation.

He said Rs. 10 crore would be spent on development of parks, tanks and afforestation and another Rs. 10 crore to promote cultural and sports activities.

Mr. Trilokchandra said the corporation had kept aside Rs. 10 crore to asphalt roads that were developed four years ago under the Rs. 30-crore road development plan.

Four day Dharwad Utsav starts this weekend

DHARWAD: The people of Dharwad district will have an opportunity to enjoy some enchanting and vibrant cultural performances as part of Dharwad Utsav- 2010-11 for four days from Saturday. However, this year's events will not feature artistes of national and international repute as preference is being given to local talents who have made a name in the field of music and art and are now residing elsewhere.

The programmes this time have been spread out to different venues in the district in a bid to reach out to the larger sections of the people including those in rural areas.

As many 201 cultural troupes including 2,457 artistes will enthral audiences on stages set up at different places of Hubli-Dharwad, Annigeri, Navalgund, Kalghatagi and Kundagol.

Deputy Commissioner Darpan Jain said cultural performances will be held in 10 places in Dharwad, six places in Hubli and one each in other towns. This time, the newly-developed venues like Sadhanakeri, Nrupatunga Betta, Kittur Chennamma Park, Karnataka Kulapurohita Alur Venkatarao Bhavan, heritage sites like Chandramoulishwara temple in Unkal, Amrutheshwara temple in Annigeri, Dr D Veerendra Heggade Kalakshetra and Karnataka Institute of Medical Sciences (KIMS) auditorium will play host to the performances.

Conducting cultural programmes at these places may also help promote tourism, Jain said.

Special Attractions:

Scores of cultural, literary and theatre shows include performances by reputed artistes including vocal concerts by Pandit Somanath Mardur, Balachandra Nakod, sitar by Rais Khan and Hafiz Khan, dance by Yogini Gandhi from Pune, light music by Gayatri Deshpande, Rasa Manjari by Ajay Warrier and troupe, Shahnai by Basavaraj Hediggond, tabla by Ravindra Yavagal and Kiran Yavagal and others.

Besides, there will be performances by visually challenged and specially abled children, magic show and bike rides by Kudroli Ganesh and folk performances. Movie shows in selected villages and laser show by the department of information will also be held as part of the event, he said.

Folk Games:

Along with sports events like wrestling and kabadi, the Utsav committee has also contemplated on including folk games at the event. Cart race, a popular folk game of the region, will be organized, he said.

Karnataka approves new IT & Electronic hardware policy - Electronic Hardware park in Hubli-Dharwad

The Karnataka Government today approved the new IT and Electronic Hardware policies to further boost the growth of these sectors, which account for 20 per cent of the state’s Gross Domestic Product.

The new IT Policy 2011 envisages promotion of the information technology industries and innovative parks in Tier II and III cities, Minister for Higher Education V S Acharya told reporters after a cabinet meeting that approved the development.

Karnataka, considered as the IT hub of the country, has achieved Rs 75,000 crore worth exports in software this year, Acharya said.

The government also approved the Karnataka Electronics Hardware Policy and earmarked Rs 25 crore as budgetary allocation for its implementation.

Acharya said the state plans to develop four Electronic Hardware parks in the clusters of Bangalore—Tumkur, Shimoga— Hassan, Hubli—Dharwad and Mysore—Nanjangud.

About 500 to 1,000 acres of land has been identified for the establishment of each of the parks, the minister said.

In a major policy decision, the cabinet decided to withdraw tax exemption granted to tertiary sector activities in the Export Oriented SEZ located in the city.

The tax concession will now be available only to units that are engaged in production of export oriented products, Acharya said.

DHARWAD: Dharwad Institute of Mental Health and Neuro Sciences (Dimhans) will be developed on lines of Bangalore-based Nimhans. A Rs 50-crore proposal to this effect has been sent to the government.

Dimhans director Dr Shivanand Doddamani and MP Pralhad Joshi told reporters here on Sunday that the development works include setting up of neurology and neurosurgery units and introducing new post-graduate courses, which would be taken up in three phases between 2011 and 2015.

New courses to be started here are MD and DPM in Psychiatry, MPhil in Clinical Psychology, and Psychiatric Social Work and diploma in Psychiatric Nursing. The government has issued a notification converting the 10 non-teaching posts into teaching posts for the purpose and the courses would start once the vacancies are filled. An independent de-addiction ward would start functioning once the process of appointments is completed.

Nimhans management has agreed to allow Dimhans staff to take part in training programmes and academic activities to enhance their skills. Likewise, they have also agreed to send their experts for rendering academic services at Dimhans. Steps have been taken to train medical, para-medical staff and others under National Mental Health Programme, they said.

About the ongoing works related to the construction of forensic ward, rehabilitation centre, mechanized laundry and modern kitchen are nearing completion and these units would be inaugurated in March. Tenders have been called for Rs 2.66 crore administrative block works.

Replying a query, Dr Doddamani said steps are being taken to curb illegal paying guest business, "allegedly" run by Dimhans staff for the students. Besides, enhancing the capacity of the existing hostels, steps have been initiated to construct a new one for the benefit of students.

The State Government has released Rs. 4.9 crore for the development of the historical Rajhansgad fort in Belgaum taluk.

Announcing this here on Monday, Sanjay Patil, MLA (Belgaum Rural), who laid the foundation stone to mark commencement of construction works on various infrastructure development works at the fort site earlier in the day, said the Government has decided to develop the fort into a major tourist destination. Accordingly, it has provided funds to create infrastructure facilities for the convenience of visitors.

Deputy Commissioner Ekroop Caur said the fort had been neglected all these years.

However, it is bound to grow into a major tourist attraction in the days to come. A garden will also come up at the fort, she said adding that Mr. Patil was trying to get additional funds from the Government to repair the cave linking the Rajhansgad and Belgaum forts.

Beginning: The first commercial flight of Kingfisher Airlines, which landed at Belgaum Airport at Sambra and took off for return journey on Monday.

The Kingfisher Airlines introduced daily flights between Belgaum and Mumbai on Monday. Belgaum-Mumbai flight will take off from Belgaum airport at Sambra at 3.10 p.m. and the Mumbai-Belgaum flight will start from Mumbai at 1.20 p.m.

The airline company had announced on December 27 that they would introduce new flight services on its domestic network, including Belgaum-Mumbai link from January 10.

Earlier, in response to the requests by the Belgaum Chamber of Commerce and Industries (BCCI) and prominent political leaders from the district, Chairman of Kingfisher Airlines Vijay Mallya had said that commercial flight services would be introduced soon to link Belgaum with major cities.

The inauguration of the venue was carried out by planting medicinal herbs at the hands of Brig PJS Pannu, VSM, the outgoing Station Commander of the MLIRC and president of the Cantonment Board.
The project will be developed in such a way that it would attract children and tourists as well.
Recently the Queens garden was also cleaned up.
Giving details about the park Chief Executive Officer of Cantonment Board Vijay Rajak said that a large number of trees and herbs having medicinal values, ornamental shed trees, flowering trees etc would be planted around the park. For the convenience of the morning walkers, a walking track will be developed. Benches will also be put up all along the park for people to perform yoga and for the convenience of the senior citizens who can spend leisure time in this park.

BELGAUM: An action plan of Rs 35.47 crore has been readied to develop basic infrastructure in Belgaum city in the wake of World Kannada Meet (WKM) scheduled here for the second week of March.

Belgaum City Corporation (BCC), the public works department (PWD) and Belgaum Zilla Panchayat (ZP) have submitted the plan to the district administration, which will be forwarded to the government for sanction.

Of the Rs 15.27-crore plan, Rs 4.48 crore has been earmarked for road development, and Rs 4.87 crore for footpaths. Plans are also afoot to develop gardens, build road dividers, additional footpaths at Fort Lake, renovate main market, Kuvempu Hall, and painting of roadside walls, etc.

PWD has demanded Rs 18.80 crore for taking up works on 24 roads in the city. This apart, it will repair and paint 27 government office buildings off main roads at a cost of Rs 1.60 crore. With an estimated cost of Rs 2.50 crore, it plans to construct five arches at the entrances to the city __ near Sambra Road, Bachi Road, Peeranawadi Road, KLE Road and near Sankam Hotel.

PWD will also develop the district stadium, the main venue of the event. Development of pavilion gallery, hand rail, building toilets, waterproof pandal, VIP gallery, etc, are some of its other responsibilities. Parking space for vehicles will be made available on KEB premises.

ZP has sought Rs 1.40 crore to take up repair work of 40 government schools and hostel buildings. It will have to ensure toilet and drinking water facilities at these buildings as they would turn lodge for the delegates. A road will also be built between Desur Cross and Golf Cross.

"It's a preliminary action plan and there are chances of addition and deletion of some works," said DC Ekroop Kaur. The CM may hold a meeting with various committees formed for the purpose in Bangalore on January 7, she added.

Kite festival in Belgaum on Jan 16, 17

BELGAUM: The city will witness a night kite-flying event as part of international kite festival scheduled for January 16 and 17. The festival will be held at Nanawadi Stadium, while the night kite-flying event is on Fort Lake premises. Belgaum (south) MLA Abhaykumar Patil and Kite Clinic Club, a Bangalore-based forum of kite fliers, will organize the event.

Addressing mediapersons here on Sunday, club founder-secretary V K Rao said the night kite-flying event will feature kites of different sizes and shapes attached with lamps and lights.

Patil said about 15-20 national and 8-10 international teams would take part in the event. Each national team comprises four members while international teams will have two members each.

There are plans to bring foreigners from Goa to Belgaum for the festival. For this, Belgaum Chamber of Commerce and Industry, Hotel Owners' Association and the tourism department of Goa have been approached. Special transport facility would be made for foreign visitors, Patil said.

Children will be trained in flying the kites. A photo exhibition of various types of kites would also be organized.

Dharwad-Belgaum road to be six lane

DHARWAD: The congested Dharwad-Belgaum road will be made six-lane at a cost of Rs 500 crore. The work will begin soon.

Dharwad MP Prahlad Joshi said the work has been awarded to Maharashtra-based Ashok Builders and the work on the 79.95 km road is expected to be completed within the next two years.

The project will be on Finance, Build, Operate and Transfer (FBOT) basis. Joshi said the Union ministry had finalized the project and the work will begin by the end of this month. Of late, there has been heavy traffic between these two major commercial cities and traffic congestion was much high.

Thanking the Union minister for surface transport, Kamal Nath, for clearing the project, Joshi said the widening of the road into six lane will help the overall development of the Mumbai-Karnataka region.

He said similar projects between Haveri and Dharwad have also been proposed to the ministry.

The Vijay Mallya promoted Kingfisher Airlines Limited launched five new flights on its domestic network on Monday. The new flights will connect Mumbai with Jabalpur, Belgaum and Indore, while the remaining flight services will provide inter-connectivity between Jabalpur, Indore, Belgaum and Mumbai.
"These flights are open for sale from Monday. The flights to Belgaum will commence from Jan 10, 2011 while the flights from Mumbai to Jabalpur and Indore will commence from Jan 24, 2011," said Manoj Chacko, executive vice president commercial, Kingfisher Airlines Limited.

Janapada Loka proposed near Hubli

HUBLI: If everything goes as per the plan of the Kannada and culture department, then the commercial city of Hubli will soon have Janapada Loka, which would display the rich customs and rural lifestyle of the state. The state already has one such Janapada Loka in Ramanagaram.

The Kannada and culture department, which has earmarked Rs 50 lakh for the purpose in its action plan for 2010-11, is trying to locate a suitable place, preferably off Pune-Bangalore NH to house the project.

Kannada and culture department assistant director B D Hiregoudar said at least 20 acres of land is required for the project, and that they have been finding it difficult to locate the same off PB Road. But he said the DC is trying his best to locate the land somewhere off NH itself as setting up the centre there will help attract more people.

Hiregoudar said the Janapada Loka of Ramanagaram will be kept as a model for the new one, which will emphasize on north Karnataka lifestyle and culture. About 80% of artifacts and rural creations will represent the rural folk of north Karnataka, while the rest will highlight that of Old Mysore region and coastal Karnataka.

The folklore centre will introduce people to the collection of local agricultural equipment that have almost disappeared, models of men wearing `Reshme Pataga' (silk turban) which was a must for those attending marriages, women draped in indigenous Ilkal and Chandrakale sarees, some folk dances like Hejje Mela and Doddata, dressing of tribals and Lambani.

He said the centre will have a museum to display artifacts, a Samskrutika Bhavana where cultural programmes and festivals will be held, a research centre to help university students carry out research activities on rural life, a residential school, etc. The works towards the centre will start as soon as the land is made available and the department director has promised to sanction the funds as and when required.

DC Darpan Jain said the location to set up the folklore centre will be announced shortly.

More funds for Hubli Railway Central Hospital

The Railway Board's health services has sanctioned Rs 8.5 crore more for the upgradation of operation theatres at the Railway Central Hospital-Hubli.

“The investment in Central Hospital-Hubli is part of hospital upgradation exercise being carried out in all the Railway hospitals in the country. We have advised them to go for four latest modular operation theatres,” said Dr V.K.Ramteke, Director-General (Railway Health Services), Railway Board.

Along with new operation theatres, Central Hospital-Hubli is also to get a modern ICU to cater to the region's need, he added.

The Railway Board, based on local needs, is sanctioning funds to Railway hospitals to procure medical equipment and also provide necessary infrastructure to perform advanced surgeries.

“Most Railway hospitals are now getting good ICU facilities and modular operation theatres,” he explained.

Dr Ramteke, said Railways is working out modalities with the MCI in setting up a Railway medical college at Mysore.

“Here, land is not an issue. But MCI has raised the issue of ownership.”

The Railways is pursuing Public Private Partnership model to set up medical colleges in Mysore.

“There are some technical issues like ‘dual ownership' which MCI has raised. We are in consultation with MCI and working out the modalities,” he added.
Addressing the nursing staff, Dr Ramteke said, “patient care with safety has been a sea change due to introduction of newer techniques and technology in this field. Use of newer medicines, newer equipment has necessitated the nursing staff to educate themselves on software based equipment.”

“Also importance of critically ill patient management has led to updating of overall knowledge for the staff and stated that at present nursing services have become highly accountable and full of responsibility, therefore, introduction of management techniques to increase the efficiency has become an important tool, which needs to be practiced by nursing administrators,” he added.

Dr N.Parashivamurthy, Chief Medical Director, South Western Railway, speaking on the occasion said Railway hospital has provision to empanel eminent private doctors as consultants.

Development plan:Deputy Commissioner of Dharwad Darpan Jain speaking to presspersons after inspecting ongoing work at Tolanakere HUBLI: The Dharwad district administration, which has chalked out a plan for the comprehensive development of Tolanakere (a tank) near Ramalingeshwar Nagar in Hubli, will initially begin work on strengthening the tank bund.
Speaking to presspersons after reviewing the ongoing work at Tolanakere on Wednesday, Deputy Commissioner of Dharwad Darpan Jain said that Rs. 1.8 crore would be spent for fencing the tank area, strengthening the tank bund and other related work in the first phase.
Mr. Jain said that the boundary of the 23-acre tank had been demarcated.
He clarified that barring one structure, there was no encroachment on the tank area. The tank area was being used by brick manufacturers who had set up kilns.
“We have informed the brick manufacturers, and will soon clear the kilns once the work gets going,” he said.
The Deputy Commissioner said the work had been undertaken under the Rs. 100-crore grant sanctioned by the State Government to the Hubli-Dharwad Municipal Corporation. The first phase of work was likely to be completed in five to six months.
Second phase
Mr. Jain said that in the next phase, steps would be taken to divert sewage entering the tank. A viewing point would be created and landscaping done. There were plans to start boating once the development work was completed, he said.
“We are planning a children's amusement park and other facilities. We are working out a system to ensure there is no dearth of funds for their maintenance.”
Regarding development of the Unakal tank, Mr. Jain said that sewage entering the tank had been diverted by laying underground drainage pipes in residential areas located around the tank.
Waste management
To a query, he said the district administration had submitted an integrated solid waste management proposal to the State Government and was awaiting its approval.
On unauthorised religious structures in the twin cities and in the district, Mr. Jain said the process of clearing such structures would begin in a day or two.
“Once again our officials have issued notices, conducted spot verifications and interacted with local residents and organisations. We want them to clear such structures on their own and if they don't, we will step in and do it after taking all those concerned into confidence,” Mr. Jain added.

Belgaum Chamber of Commerce and Industry (BCCI) has demanded early implementation of the ‘Sahyadri Ecologically Sensitive Area' project.

A delegation of the BCCI, which met Mr Jairam Ramesh, Union Minister for Forest and Environment, recently urged him to take up ‘Sahyadri Ecologically Sensitive Area' project on priority, as it benefits Belgaum and its surrounding areas.

The project envisages protection of large contiguous forests, traversing boundaries of Karnataka, Goa and Maharashtra, under the Environment Protection Act (EPA). It shall consequently help check rising temperatures and rainfall in Belgaum district, which are adversely affecting agriculture and the people through regular flooding, and the city that is facing water shortages.

Also key for implementing ‘Sahyadri Ecologically Sensitive Area' is that the Western Ghats around Belgaum are being undermined and destroyed at an increasing pace. Forests are being lost, degraded and fragmented for private and illegal gain through encroachments, tree felling and forest clearance for illegal or poorly planned development including mining. Mr Jaideep Siddannavar, President, BCCI, said, “One needs to make a beginning and the Sahyadri Ecologically Sensitive Area proposal submitted to the Ministry is one such endeavour. We recognise that the Western Ghats Ecology Expert Committee (WGEEP) and the MoEF (Ministry of Environment and Forests) are in the process of identifying ecologically sensitive areas (ESA) in the Western Ghats.”

“But the recent notes circulated by the WGEEP about rethinking the ESA and making it more broad-based with the involvement of local public bodies are a cause for worry. We do recognise the need for consultations at all levels, but we also see the need to keep focus on the larger picture,” he added.

Lifelines

BCCI, which submitted a memorandum to the MoEF, said forests in Western Ghats are the birth place of two rivers — Mahadai (that becomes the Mandovi River, which is Goa's lifeline) and Mallaprabha (a major tributary of the Krishna, a lifeline for the Deccan region).

Mandovi river is crucial for transport in Goa, and it is also a source of livelihood for thousands who depend on it for fishing. The river and its estuary act as breeding ground for numerous species which support commercial marine fishery.

The Mallaprabha river is a critical source of drinking and irrigation water in northern Karnataka. These forests also provide ecosystem services other than their functions as water catchments, pollinators for crops and fruit trees, climate moderation, flood control (in recent years, the district has become prone to flooding.). Most of these ecosystem services have been little understood and much less quantified or recognised.

According to Mr Mallikarjun Jagajampi, Secretary, BCCI, “The activities like poaching, unsustainable removal of natural produce, poorly planned or unjustified developmental activities are all undermining biodiversity conservation and eco-tourism potential in Western Ghats.”

“Illegal or poorly planned mining is resulting in our mineral being depleted with little gain for the country, its people or future generations,” he added.

Sugarcane growers from Belgaum district will have more options when supplying their produce, and to get a competitive price in the coming years, with the government giving licences to nine more companies to establish sugar factories.
The district is the largest producer of sugar cane in the state having 200,842 hectares of land growing the cane. Of the 20 factories, 16 are functioning.
The newly-approved sugar factories are Shiraguppa Sugars at Kagwad in Athani taluk, Basaveshwar Sugars at Belagiri in Athani taluk, Beereshwar Sugars at Alagawadi in Raibag taluk, Devachand Sugars at Shivapurwadi in Athani taluk, Gokak Sugars at Hirenandi in Gokak taluk, Shivashakti Sugars at Savadatti in Raibag taluk, Uttam Sugars at Mallapur in Bailhongal taluk, Shivasagar Sugars at Udapudi in Ramdurg taluk and Om Sugars at Jainapur in Chikkodi taluk.

Kingfisher Airlines is likely to commence flights from Belgaum city in December.
An assurance to this effect was given to a trade delegation led by Mr Jaideep Siddannavar, president, Belgaum Chamber of Commerce and Industries, when it met Union Civil Aviation Minister Mr Praful Patel and Kingfisher Airlines Chairman Mr Vijay Mallya in New Delhi.
The Chamber had approached both the Central and State governments for early resumption of flights from Sambra airport in Belgaum.
According to Mr Siddannavar, Mr Mallya has promised to introduce commercial flights from December 15. Kingfisher Airlines plans to connect Belgaum to Bangalore, Mumbai and Mysore.
Mr Basavaraj S. Javali, vice-president of the Chamber, said the trade delegation from Belgaum met Union Minister of State for Finance Mr Palani Manikkam in New Delhi and submitted a pre-budget memorandum. Later, it met Union Labour Minister Mr Mallikarjun Kharge and briefed him on the problems faced by traders and industrialists in Belgaum. The team also discussed issues relating to ESI and PPF.

The National Bank for Agriculture and Rural Development (Nabard) has prepared Rs 1,596.68-crore potential linked credit plan (PLPs) for Dharwad district for the financial year (FY) 2011-12.
Unveiling the Dharwad district credit plan at the DCC meet, Mr Y.N. Mahadevaiah, Nabard- AGM, said “Of the total credit plan amount, Rs 829.20 crore is set aside for investment under agriculture and allied activities, for non-farm sector Rs 146.52 crore, and for other priority sector Rs 620.96 crore.”
According to the district's potential linked credit plan (PLPs) for the FY 2011-12, Nabard has identified the potential for setting up rural godowns and market yards under centrally sponsored schemes of rural godowns, and also to strengthen agriculture marketing infrastructure. “Banks in the district have disbursed only Rs 1 crore. As for the rural godowns and market yard infrastructure in Dharwad district, there are 11 godowns having a capacity of 7,900 tonnes. Whereas neighbouring districts such as Koppal, Raichur and Bellary have already spent and created huge capacities. Compared to those districts, Dharwad has negligible infrastructure,” he added. Mr Mahadevaiah said that there are 22 nationalised, RRBs and co-operative banks having 257 branches. Definitely, the banks can take up funding of rural godowns and market yards to the extent of Rs 53.70 crore in the financial year 2011-12.
At the DCC meet, the Reserve Bank of India Manager Mr R Ramachandran, Vijaya Bank's AGM Mr B.A. Tata, Lead district bank manager Mr Basavarajaiah and representatives of Dharwad Zilla Panchayat were present.
The DCC meet discussed broad sector-wise PLP projections for FY 2011-12 and is as follows: For crop production, Rs 632.82 crore is planned.
Activities to be taken up under this are water resources, land development, farm mechanisation, plantation, horticulture and sericulture, dairy and storage godowns and market yard.

BELGAUM: Prof H Maheshappa, vice-chancellor of Visvesvaraya Technological University (VTU) said the State government has sanctioned a grant of Rs 2 crore to the university, for the overall development of Kannada.

He was speaking after felicitating the three Karnataka Rajyotsava awardees from Belgaum district -- Dr R B Nerli (medical), Sangamesh Savadattimath (literature and research) and Malabai Sambrekar (folk), on behalf of the VTU at Jnana Sangam campus here on Tuesday.

Maheshappa said the grants will be utilized to translate technology-related books into Kannada to take knowledge to the doorsteps of the common people. Besides this, a separate publication wing and Kannada experimental wing will be established at VTU, to organize cultural programmes, he said.

The exhibition has been jointly organized by the animal husbandry department, Veterinary Science and Fishery University of Bidar, Dog Research Centre, Timmapur, at the Ranna Stadium in Mudhol.

The selected 124 Mudhol hound dogs will be eligible to participate in the International Dog Exhibition scheduled to be held on December 8 at Chennai.

Dr Manjunath S Palegar, deputy director of animal husbandry, told The Times of India that various breeds of dogs from Belgaum, Dharwad, Bagalkot and Bijapur districts will participate in the exhibition, which will be conducted in separate age group divisions -- 7 to 12 months, 13 to 24 months and above 25 months. Apart from the exhibition, medicines, milk, egg and anti-disease vaccines will be distributed to the dog owners during the exhibition. Finally, 24 dogs will be selected for the prize, along with an extra 100 dogs which will be selected for their eligibility to participate in the international contest at Chennai. All participating dogs will be given a certificate which will make this breed become popular at the international level. An Australian team will inspect the dog breed for this purpose, he said.

The Mudhol hound is famous for hunting and is the only breed which is known internationally. A research centre was recently established at Timmapur village in Mudhol taluk and Rs 5 crore sanctioned, to develop this breed.

It may be noted that there is a huge worldwide demand for the Mudhol hound, and it is bound to increase in future.

District in charge minister Govind Karjol will inaugurate the exhibition, while animal husbandry minister Revu Naik Belamagi will release the souvenir. Bidar Animal Husbandry and Veterinary Science University vice-chancellor Dr Suresh Honnappagol will preside.

BANGALORE: One university with two systems of governance, freedom for students to switch from one subject to another, flexi working hours and research project for every faculty, an induction programme with free classes on life/soft skills for every enrolled student and twinning programmes with foreign and other Indian universities.

All these radical changes are part of the landmark legislation __ Karnataka State Innovative Universities Bill, 2010 __ that will be placed before the cabinet for approval on Thursday. The legislation aims to turn the University of Mysore and Karnatak University (Dharwad) into model universities for excellence in the state.

Under the proposed bill, the two universities will have a new system of governance. The position of chancellor, vice-chancellor, registrar and syndicate will be done away with. These universities will be governed by a visitor, who will be an eminent scholar or professional; a president chosen among distinguished academics with capacities for managing large educational organisations and two directors __ one to deal with research and post-graduate education and other to handle affiliated and autonomous colleges.

"The proposed bill is based on a recommendation made by the Karnataka Knowledge Commission (KKC). The idea is to exclude the two universities from the Karnataka State Universities Act, 2000 and have a separate legislation to promote excellence. I have discussed the bill with law minister and we will seek cabinet approval on Thursday," higher education minister V S Acharya told TOI.

In addition to UG programmes, every school of the university will offer an integrated PG and integrated PhD programme. Choice-based credit system will be offered to students to enable them to acquire credits from different clusters. Students will be allowed to move from one subject to another area, subject to certain conditions, within the purview of the school.

Every faculty will be asked to take up at least one research project and will have flexi working hours for consultancy and participation in extension services. The research carried out by the university will be published through an exclusive press to be set up on the lines of the Oxford University.

Schools of management, social sciences and humanities will have at least one international programme and the two universities will be allowed to twinning programmes in collaboration with Indian and foreign universities.

The Union HRD ministry is planning to set up 14 innovation universities across the country including one in Mysore.

* There will be two directors (similar to the current vice-chancellors). An eminent academic will look after research and PG education, while another director will be in charge of affiliated and autonomous colleges. The term will be for 5 years

* University court: Advisory body with members from IIM-B, IISc, IIIT-B, ISEC and CII

* University ombudsman: Three-member body of retired professionals/scholars with members of integrity and scholarship. Will receive complaints, address grievances and facilitate good governance

* Manager: Will replace the existing registrars. Will be an expert from administrative and management background

* Board of Governors: Will replace syndicate. Will have members from civil society, professionals and industry

The Karnataka Chalanachitra Academy (KCA) is launching its first statewide international film festival this month. This will be on from November 8-14 across Bangalore, Shimoga, Dharwad, Bidar and Mangalore.

The Karnataka Chalanachitra Academy (KCA), in collaboration with the Federation of Film Societies of India (FFSI) is launching its first statewide international film festival in November with ambitious plans to expand it to all the districts of Karnataka in the coming years.

The festival will screen movies like, The Bicycle Thieves, an Italian film directed by Vittorio de Sica, A butterfly in the wind, a film made in Iran by director Abbas Rafaei, I can't live without you, a film made by Taiwanese director, Leon Dai. Announcing the festival on Wednesday, TS Nagabharana, KCA Chairman; HN Narahari Rao, FFSI director and artistic director of the new festival and Muddu Mohan, state Director of Information said the festival was designed to promote film culture in the remote areas of the state. The festival, planned with a low budget and entirely on DVD format, will include 100 titles from nearly 20 countries. “Many of the films have seen international releases only in the last two or three years and are being screened for the first time in India,” Narahari Rao said. Many films in Indian language, including Kannada, have been selected for the festival.

Apart from Suchitra in Bangalore (Nov 8 – 14, 28 shows), the screenings are being held at Yavanika (Nov 8 – 14, 28 shows), which is the main venue, Malleswaram Seva Sadan (Nov 9 – 12, 16 shows) and Samprati, Malleswaram (Nov 13-15, 12 shows).

Work on Dharwad-Goa road finally starts

It is official now. The road between Dharwad and Ramnagar that connects Karnataka to Goa and which has been in a very bad condition for decades is being converted into double-lane highway by the state government. On Sunday, public works minister C M Udasi performed the bhoomi pooja for the road construction work at Alnavar in the presence of rural development and panchayat raj minister Jagadeesh Shettar and MP Prahlad Joshi.
The state government has entrusted the works to the Karnataka Road Development Corporation which in turn has given the responsibility to Hyderabad-based GVR-RMN-Pratyusha Companies consortium named GVRMP Dharwad-Ramna-gar Tollway Private Limited. The 61.50 km stretch on the Aurad-Sadashivagad state highway No 34, which has made the journey for those travelling to Goa from Dharwad via Ramnagar a herculean task, will be re-laid for Rs237.60 crore. It will be on the build-operate-transfer (BOT) / viability gap funding (VGF) basis.
The nine-metre-wide road covers 29.9 km in Dharwad district and 31.50 km in Belgaum district before entering Goa. It will pass through three railway crossings, one bridge and 12 culverts. There will be two truck lay base, five under passes and two toll gates. The work is expected to be completed in two years. When completed, it will give a big boost to tourism, trade and commerce in Dharwad, Belgaum and Uttara Kannada districts.
The road has been in a bad shape for decades and any number of petitions and complaints to the authorities had failed to yield results. Those traveling to Goa were forced to take a route via Belgaum and Savantawadi, covering an additional distance of 80 km.
Kannadigas settled in Goa had repeatedly appealed to the legislators and ministers visiting Goa to get the road repaired, but to no avail.
Udasi, being the public works minister for second term, had failed to fulfill the demand. Successive governments had given up the road repair work after conducting â€˜bhoomi poojaâ€™, citing financial crunch. Dharwad MP Prahlad Joshi and minister Jagadeesh Shettarâ€™s efforts to get the road included in Central Road Fund during the regime of H D Revanna as public works minister had also not been fruitful.
Now it seems the road is set to be repaired with state government contributing 20 per cent of the cost while the Centre will contribute matching amount. The companies taking up the work on BoT basis will bear 60 per cent of the cost. Th e BoT is for a period of 30 years and the time frame for getting the road ready is two years.

VTU to set up hi-tech valuation centre in Davangere soon

DHARWAD: The Visvesvaraya Technological University, which has 186 engineering colleges across the state under its purview will set up a hi-tech valuation centre at Davanagere soon.

The new centre will come up on a sprawling 15-acre land adjoining the national highway near Kunduwad off Davanagere and is allotted to VTU by the Karnatak Housing Board. The centre will be well-equipped with modern facilities like high speed scanner and networking with all the colleges under the VTU.

The use of a high speed scanner will enable quick announcement of results and quick dispatch of marks cards. According to VTU V-C H Maheshappa, nearly 25 lakh answer scripts are evaluated at four centres situated at Bangalore,Mysore, Gulbarga and Belgaum every semester. The examiners will be provided food and accommodation at the valuation centre so that they do not waste time commuting to the centre.

The new centre is expected to be ready in two years, sources said. A teacher's training centre will also be set up on the same campus.

Bangalore, Nov 1: The long-delayed World Kannada Conference proposed to be held in the border district of Belgaum will be held in January or February next year, chief minister B S Yeddyurappa announced on Monday November 1.

Inaugurating the colourful Children’s festival and gala Kannada Rajyothsava celebrations organized by the State Education Department at the Kanteera Stadium in Bangalore, the chief minister said it was necessary to strive for the emotional integration of the state just as the geographical unification.

People of Karnataka must always be vigilant and ceaselessly work for the protection of state’s borders, language, water and culture. All sections of society must be allowed to have a share in the state’s progress and development, he said.

Yeddyurappa, who released balloons and pigeons to mark the celebrations of 54th Statehood, pointed out that the government’s developmental efforts during the last two and half years had helped Karnataka to earn the second rank over the country in the implementation of the 20-point economic programme.

''The government will continue its efforts to emerge as the number one state in the country,” he said emphasizing the need for all-round progress in the education department. It was necessary to ensure that the educated youth were able to stand on their own legs and become self-reliant, he said.

The chief minister said the Global Investors’ Meet organized by the government in the month of June had resulted in the signing of as many as 383 MoUs involving a total investment of Rs 3.93 lac crore. The GIM’s success was followed up with the signing of another 342 MoUs involving an additional investment of Rs 91,519 crore.

The total investments generated on account of GIM was Rs 4.85 lac crore, he said pointing out that as many as 137 companies involving an investment of Rs 2.43 lac crore had already started preliminary works on implementation of the projects. ''We are confident that the state will overtake all other states in industrial development in the coming years,” he claimed.

He said the districts in northern Karnataka, which were known as Hyderabad-Karnataka and Mumbai-Karnataka, were likely to be renamed as ''Kalyana Karnataka” and ''Swabhimani Karnataka” respectively to signify the self-respect in the state. Names of noted Kannada literatteurs and personalities would be given to some of the districts and prominent places, he indicated.

Though Kannada had been accorded its rightful status as a classical language, the chief minister lamented that the state’s official language was yet to get the facilities and benefits commensurate with its status. He said the patience of the state’s people should not be tested.

Primary and secondary education minister Vishweshwar Hegde Kageri, who presided over the function, said the government was committed to its policy of according primacy to Kannada and compulsory education in Kannada as the medium of instruction. The matter was pending before the Supreme Court.
While all languages must be respected and given due encouragement, Kannada should enjoy primacy in the state, he said urging teachers and education department officials must strive to inculcate the love of language among the students and also prevent brain drain.

Karnataka’s Planning Commission deputy chairman Ramachandra Gowda, former minister, and Public Instruction Department commissioner K R Shashidhar were among the dignitaries who participated in the function.

Over 1200 students from as many as 125 schools provided variety entertainment and cultural programmes. Students from 25 schools in the city staged a march-past.

Colourful: Thousands of people took part in the ‘Janapada Kalavahini' , which was taken out from Rani Chennamma Circle to Kittur Fort on Saturday.

The skies over the historic Kittur town, the headquarter of the erstwhile princely state reigned by Rani Chennamma, echoed with deafening drum beats, even as thousands of enthusiastic revellers kept cheering thus heralding the commencement of three-day State-level Kittur Utsav-2010, here on Saturday.

The event also marks the celebration as “Vijay Utsav” – Rani Chennamma's historic revolt against the British Empire in 1824.

A large number of artistes and people from across the district and adjoining areas swarmed to the town to take part and witness the cultural extravaganza, which began with a ceremonial puja at the samadhi of Rani Chennamma in Bailhongal town.

Neelkanth Swami of Durdundeshwar Math – Murgod, Mahantesh Kaujalgi, MLC, and Jagadish Metgud, MLA, performed the ceremonial puja at the samadhi at 7.30 a.m. and also flagged off the “Veer Rani Kittur Chennamma Jyoti”.

At Kakti, the birthplace of Rani Chennamma near Belgaum city, Rachaiah Swami of Shivpuja Math, Satish L. Jarkiholi, MLA, Belgaum District Freedom Fighters' Centenary Celebrations Committee president S.A. Malgali and Uday Hiremath, resident of Kakti, offered puja to Rani Chennamma's statue in the village.

Ceremonial reception

Minister for Agriculture and district in-charge Umesh V. Katti, Minister for Minor Irrigation, and Kannada and Culture Govind Karjol, Suresh C. Angadi and Ramesh V. Katti, both MPs, and Deputy Commissioner Ekroop Caur accorded a ceremonial reception to the jyoti at Rani Chennamma Circle at the entrance of Kittur town in the afternoon.

Mr. Katti and Minister for Cooperation Laxman S. Savadi, prominent persons from Kittur town and senior officials of the district garlanded the statue of the queen.

Khanapur forest area to be declared elephant reserve

BELGAUM: As many as 64,643 hectares of forest area, covering 161 villages in Khanapur taluk in the district, will be declared as an elephant corridor and notified as Elephant Reserve, where there is a regular movements of elephants. This corridor will come under Dandeli Elephant Reserve, which covers Belgaum, Karwar, Dharwad and Haveri districts.

The move has come up to conserve elephants and avert human-elephant conflicts in these districts. Once the corridor area is notified, all forest area covering the corridor will be upgraded to reserve forest from the present protected forest. Besides this, the forest area will get additional importance on the forests map. Elephants will get maximum protection from the department and farmers will be compensated for damage of their crops.

Recently, the principle chief conservator of forest wildlife, B K Singh visited Khanapur and inspected the elephants' route. He instructed the conservators of forests of Belgaum, Dharwad and Canara circles to send a comprehensive proposal to the Union ministry of environment and forests regarding the matter.

Following his instructions, the forest department has identified an elephant corridor, based on studies done during the last 10 years. They took into account the number of crop damage incidents and elephant attacks on humans, while identifying the corridor.

Speaking to `The Times of India' deputy conservator of forests of Belgaum division, Girish Hosur said: "Generally, elephants appear in the Belgaum forest division during October and November, as they have plenty of paddy and sugarcane crops, during these harvesting months."

Hosur said elephants have a good memory and never forget their routes for at least 12 years after passing thorough a place with good amount of food. He said the Belgaum division has the fixed a migratory path for the elephants. The herd of elephants, which arrive from Dandeli Wildlife Sanctuary and Haliyal forest divisions will enter into the Chandagad forests of Maharashtra via Khanapur forests.

The publicity blitzkrieg for the three-day Kittur Utsav-2010 from October 23 at the Rani Chennamma's Fort in Kittur town will be kicked off with a ceremonial puja in Bailhongal town on October 8.

For the first time in the history of Kittur Utsav, ‘Kittur Jyoti' will pass through the major cities and towns of the State, including Bangalore, so as to motivate people to take part in the three-day cultural extravaganza in large numbers. Taking ‘Kittur Jyoti' to many cities is also aimed at creating awareness on the contribution of Kittur Rani Chennamma in fighting the British rule in India. The ‘Kittur Jyoti' will be flagged off at 11 a.m. on October 8 soon after the puja at the Kittur Rani Chennamma's samadhi in Bailhongal. Thereafter, it will be taken to Khanapur, Belgaum, Hukkeri, Chikkodi, Athani, Raibag, Gokak, Ramdurg, Savadatti, Dharwad, Hubli, Shiggaon, Savanoor, Haveri, Davangere, Chitradurga, Tumkur and reach Bangalore on October 20 at 10 a.m.

On its return journey, it will leave Bangalore on October 21 and reach Kittur town on October 23 at 8 a.m. (via Davangere).

On its arrival at Kittur town, a function will be organised to welcome it at the Rani Chennamma Circle. HUBLI: BVB College of Engineering and Technology here launched Hasriu Hubballi Greenathon-2010, a programme of planting saplings to develop greenery in the city, here on Saturday.

District minister Jagadish Shettar did the honours on BVB college premises by plating a sapling. He lauded the efforts of the college to develop greenery in the twin cities by taking this step. He also appealed to citizens, government organizations and authorities to join hands with the college to take the programme forward.

Explaining the programme college principal Ashok Shettar said it aims at planting and maintaining 2,500 saplings across the twin cities. "College students have taken the lead in providing a platform for people to plant and adopt the saplings," he added.

About 120 saplings will be planted in Navangar, 100 each in Adarsh Nagar, Lingarajnagar, Akshay Colony and on Nrupatunga Hills, 110 in Shantinagar, 95 off Kusgal Road, 60 in Manjunath Nagar, and 100 in Dharwad during the programme.

BANGALORE: The state government will spend Rs100 crore over the next three years to develop six cities that have been identified as important from the heritage point of view.Kannada and Culture Minister Govind Karjol disclosed this on Wednesday. The cities where basic infrastructure will be developed are Gulbarga, Bidar, Srirangapatna, Bijapur, Kittur and Mysore.Karjol said the blueprint and action plan to develop the cities are ready. The cities would get drinking water facilities, approach roads, interior roads, toilets, parking lots, hotels and rest houses of international standards. The work would start in the beginning of financial year 2011. The gazetteer directorate had undertaken the task of computerising more than five lakh historically important documents, he said, adding that the documents include Tipu Sultan’s correspondence with the British. The project would cost `80 lakh. He said Hampi Development Authority's rules and guidelines will be framed in the next Assembly session.

The University of Agricultural Sciences in Dharwad which is turning 25, will host the four-day Krishi Mela-2010 at the University campus here during October 2-5.
UAS V-C R R Hanchinaal told Business Standard, the varsity has declared this year as â€˜Farmersâ€™ Yearâ€™. A series of innovative events are being organised round the year to make the silver jubilee year.
The Krishi Mela-2010 aims to disseminate information on the recent developments in agriculture and allied fields to the farming community.
Agriculture minister Umesh Katti will inaugurate the mela. Hanchinal said the District Krishi Utsav will be held for the first time along with Krishi Mela. Nearly, 600,000 farmers are set to participate, he added.
Seminars, workshops and live demonstrations on dry land technologies for enhancing agricultural productivity, models on rainwater harvesting, ground water recharging, water conservation practices and watershed development activities will be held during the mela.
Organic farming systems, integrated farming systems for sustainable agriculture, nutrient management, bio-fertiliser and soil health care, would be organised.
The mela will feature exhibition on farmersâ€™ innovations, polyhouse cultivation technologies, agro-forestry, bio-fuel crops and improved livestock breeds.
Eminent scientists, researchers and progressive farmers would discuss at length with the farmers on the new technologies available in the market for taking up hassle-free cultivation, he added. Fruits and flower show, yoga training and soil and water analysis and exhibition of value added products of millets, dog and cattle show will be added attraction.
The sprawling UAS campus will have nearly 450 stalls which will showcase various farm equipments set up.
The V-C said the â€˜Seed Melaâ€™ held recently as part of the silver jubilee celebrations received a positive response from the farming community. It will be a regular feature twice a year, he asserted.
Raith Sampark kendra
Hanchinaal said, there are nearly 150 Raitha Sampark Kendra (RSK) coming under the jurisdiction of UAS (Dharwad) in seven districts of North Karnataka. Emphasis has been given to appoint 150 scientists in RSK and facilitate the farmers with appropriate information on crop pattern and agriculture operations.
Similarly, measure has been taken to disseminate information through SMS (short message service) to nearly 5,000 farmers on the seed availability, weather report and the market price of agriculture products.

Sept. 19: The Rajhunsgad fort, believed to have been built in 16th Century at Yellur, near here, will soon get a facelift.

According to Belgaum (South) legislator, Sanjay Patil, the state government has responded to requests by people of Yellur and surrounding areas by sanctioning about Rs four crore to turn the fort into a tourist spot. “Tourism minister Janardhan Reddy is keen on developing the historic fort. He has decided to provide good approach roads to the fort and other facilities. Making judicious use of funds, we will shortly start work on providing a facelift to some of the damaged parts of the fort. The facelift will be given in such a manner that it will not alter the fort’s ancient outlook,” said Sanjay Patil.

Official sources said the government has released about Rs five lakhs for the first phase of makeover.

It is believed that his fort was built to provide security to the main fort at Belgaum. “It was one of the best places to spot enemies entering Belgaum during 16th century. Besides the entire city of Belgaum, many of the neighboring areas could also been seen clearly from the fort,'' says Y N Majukar, a senior resident and chairman of Changleshwari Education Society of Yellur.

Though all details, including the history of the fort remain a mystery, some historians believe that it was a key centre for many rulers including the Mughals, the Yadavas, the Peshawas and the Marathas. According to Majukar, who is exploring the history of the region, a secret tunnel had been dug from Rajhunsbad fort to Belgaum fort (about 7 km) in the 16th century. “More information about both forts is yet to be gathered by researchers. The preliminary findings of some of the studies on this fort reveal that the rulers got Rajhunsgad fort built to provide a security cover to the rulers, who stayed in the main fort of Belgaum,” he added.

DHARWAD: Kannada Sahitya Academy has launched, a website to disseminate information about Kannada literature and littirateurs. Academy chairman M H Krishnaiah told reporters here on Thursday that the website will also have information on Jnanpith awardees and their works.

He said arrangements are being made to videograph the recitation of poems by poets at their homes so they can be on the website. "So far, the recording of 65 poets has been completed. These poems will be sung by children. KSA will organize special programmes to celebrate the birth centenary of writers S S Malawad, G P Rajaratnam, V K Gokak, Raobahaddur and Joladrashi Doddanagouda," he added.

The birth centenary of prof Malawad will be celebrated at Srujana auditorium in Karnatak College on Friday at 10 am on Friday. Professor G S Amur, M I Savadatti and Channaveera Kanavi will be the chief guests. A symposium on life and work of Malawad will also be held on the occasion.

Conservation work and cleaning at the historical fort would also be taken up. A sum of Rs. 4.15 crore had been sanctioned to create infrastructure at the Rajhansgadh on the outskirts of the city.
The Government had provided Rs. 2 crore each for the sound and light show at Kittur fort in Belgaum district and in Bijapur town.

[Hubli] UK-based Weir Group buys BDK Engineering's valve biz

UK-headquartered Weir Group PLC has agreed to acquire the valves business of BDK Engineering Industries, based in Karnataka's Hubli town.

Completion of the acquisition is conditional on tax clearance and is scheduled for early October, according to a Weir Group statement.

BDK's valve business had gross assets of Rs 122 crore as at March 31, 2010.

BDK manufactures valves for the oil and gas,petrochemical and power markets. The business generated sales of Rs 152 crore in the year to March 31, 2010.

Keith Cochrane, Chief Executive of Weir, said: “This acquisition further strengthens our emerging market footprint. BDK’s range of valves will enhance our global customer offering and its Indian sales network will provide an additional route to market for many of our existing products.”

Residents of Chikkodi town can now heave a sigh of relief as work on the Centrally-sponsored drinking water supply scheme has been launched.

Chief Minister B.S. Yeddyurappa on Wednesday launched the work on the scheme, which will be the second stage of the piped drinking water supply scheme for the town.

According to official sources, the scheme will be implemented at an estimated cost of Rs. 20.4 crore. The Union Government will contribute 80 per cent of the cost while the State Government and the Chikkodi Town Municipal Council each will contribute 10 per cent of the cost. The scheme has been envisaged for the projected population of 65,000 in the town in 2036.

The Mudhol hound is known for its ability to endure extreme weather and for its hunting skills. It is a favourite with farmers in this region. But the breed is on the verge of extinction.

These dogs were brought to India by Arabs, Persians and Afghans in ancient times. The dogs followed their masters from place to place.

Realising the need for preserving the breed, Minister for Minor Irrigation and Social Welfare Govind Karjol, who is in-charge of the district, decided to open a Mudhol Hound Research and Information Centre at Timmapur in Mudhol taluk of Bagalkot district. He had submitted a proposal to Animal Husbandry Minister Revu Nayak Belamagi seeking approval to start the centre under the management of Karnataka Veterinary, Animal and Fishery Sciences University of Bidar district in 2008.

Mr. Karjol told The Hindu that the State Government had approved the project and had released Rs. 2.5 crore to Karnataka Veterinary, Animal and Fishery Sciences University for taking up civil works.

The university authorities had started construction of a building for the centre and it would be developed in fives years in a phased manner by spending Rs. 5 crore, he said.

The Mudhol Hound Research and Information Centre aimed at conducting research on physical strengths, food habits, training, management and reproduction in collaboration with doctors of foreign countries, to conduct training programmes on developing the breed and providing facilities for selling these dogs, he said.

Campaign

Plans were afoot to launch nationwide awareness campaign about the dog. There were also plans to start postgraduation and diploma course on veterinary medicines and conducting dog shows and exhibitions.

Hubli IT Park drawing more companies

Persistent efforts to attract information technology (IT) and information technology enabled services (ITES) companies to the Information Technology (IT) Park in Hubli, which became functional in 2002, seem to be showing results with more companies evincing interest in starting their operations here.

The IT Park in Hubli was inaugurated by the then Union Minister for Information Technology Pramod Mahajan on September 19, 2002 amid much hype. However, the park was a showpiece for a few years with major companies remaining reluctant to start their operations here.

Initial years

In the first four years, only Tata Teleservices and RMS Technologies set up their units at the park apart from the branch of Software Technology Parks of India (STPI), and 1.6 lakh sq.-ft space remained unutilised. The only silver lining at that time was that the STPI branch had received good returns and was expanding its operations to other cities in north Karnataka.

In its attempt to attract investors, the State Government organised “Destination Hubli” in Bangalore in 2004 to showcase the city as an IT destination. This was followed by IT Investors' Meet in 2006 here, during which the Government announced reduced rent at the park to attract more companies.

Results

“Ever since the IT Investors' Meet was held, we tried to keep in touch with the companies that had evinced in starting their operations here. In the subsequent years our follow up yielded results,” H. Devanand, Manager of Karnataka State Electronics Development Corporation Limited (KEONICS) at Hubli and in-charge of the park, told The Hindu.

Now, of the total 1.72 lakh-sq.-ft space available in the four-storey park, only 82,000 sq. ft is vacant.

Expansion

An area of 16,000 sq. ft was recently allotted to the STPI for expansion of its existing set up at the park.

Meanwhile, Hubli Electricity Supply Company (Hescom) has proposed to take around 30,000-sq.-ft area on rent for its proposed Data Entry Centre and a private firm has evinced interest in taking 20,000 sq. ft on rent in the park.

“Of the 16,000-sq.-ft space allotted to the STPI, 6,000 sq. ft will be utilised immediately. The rest will be utilised in a phased manner,” Mr. Devanand said.

Another significant issue is that after remaining inactive for four-and-a-half years, the International Institute of Information Technology Hubli-Dharwad (IIIT-HD) became functional in 2008 with the launch of two finishing school programmes by IIIT-Bangalore. Now, IIIT-HD is successfully running the programmes and is also conducting other IT-related activities.

Multi-village drinking water scheme mooted

DHARWAD: Thirty seven villages in Dharwad and Kundgol taluk of Dharwad district will have multi-village drinking water supply scheme implemented at a cost of Rs 540 crore. Jal Nirmal Yojana unit has prepared an action plan to solve the drinking water problem in these villages spread over 20 gram panchayats.

Minister for rural development and panchjayat raj Jagadeesh Shettar, who is also the minister in-charge of Dharwad district revealed this at the quarterly meeting to review the progress of Karnataka Development Programme here on Monday.

He said 14 villages in Dharwad taluk and 13 in Kundgol taluk will have the scheme implemented. The minister instructed the officials to supply water through tanker to these villages till the scheme is implemented.

MLAs Seema Masuti (Dharwad), S I Chikkanagoudar(Kundgol) and Shankar Patil Munenakoppa (Navalagund) explained the plight of villagers in their constituencies and urged the minister to take steps to solve the problem.

When the officials of agriculture and horticulture departments drew the attention of the minister to the plea by farmers that the date for paying premium for crop insurance should be extended, Shettar said he would take up the matter with Centre.

He asked the officials of social welfare department to send proposal for construction of new hostels in the district, in view of increasing demand for accommodation by students. There are nine hostels for post-matric students and 16 for pre-matric students in the district.

MLA Veerabhadra Halaharavi said, dengue, chikungunya are on the rise in the district. DHO informed that till date 80 people are affected with dengue, while 70 people are affected with chikungunya. The district hospital has maintained the buffer stock of drugs available to treat the diseases. No casualty has been reported, he added.

[Hubli] Send an SMS, get LPG at your doorstep

HUBLI: In what can be termed a revolution in LPG supply, Bharat Gas has decided to allow SMS booking for customers in Hubli-Dharwad.

This comes as a great relief for customers, who need not wait for a month to get their supply of gas from distributors. All they have to do is thumb out an SMS to their dealer, and it will be delivered within 24 or 36 hours.

The Union petroleum minister had instructed all gas dealers in the country to introduce SMS booking system for the benefit of customers a few months ago, to make the system of supplying LPG a hassle-free process. Bharat Gas was the first to respond, and adopt the system in the twin cities.

Earlier, they had to wait for a month -- with the mandatory 20-day interim period -- and would get their gas cylinder only after a week of booking. There were also complaints from customers of delay on the part of dealers in supplying LPG.

To avail of this facility, customers need to fill out a form with details of name, gas supply number and mobile number, issued by dealers for registration. Once registered for this service, they just need to send an SMS to the numbers given by the respective dealers.

Those customers living within a 5-km radius of the dealer will get LPG within 24 hours after sending an SMS, while those staying beyond this radius will get it within 36 hours.

Speaking to The Times of India, Raju Kurtkoti, Bharat Gas distributor, Desai and Co, said: "We have introduced this system for the first time for our customers, as per the instruction of the Union petroleum minister."

"We also have manual booking facility for those who don't have mobiles or who are not able to send SMS. It is only to provide better service to customers that we introduced SMS facility. We will also keep an eye on the people if they tried to misuse this system to get LPG gas even before completion of the minimum 21 days. This service is completely free of cost," he added.

Belgaum police launch website

SP Sonia Narang said the website has information about all police stations, circles and sub-divisions in the district, complete with the names of the officials and their phone numbers. People can check the status of their applications regarding passport, job verification, gun licence, etc, through the website.

Information about chain snatchers, robbers, vehicle-lifters and missing people are also available on the website along with pictures. The department will update the site everyday with regard to crimes, public instructions and various programmes undertaken by them. Bosch Rexoth to set up hi-tech automation centre in Hubli

HUBLI: B.V. Bhoomaraddi College of Engineering and Technology signed a memorandum of understanding (MoU) with Bosch Rexoth India Limited to set up Centre of Competence in Automation Technologies on its campus here on August 6.
Ashok Shettar, Principal of the B.V. Bhoomaraddi College of Engineering and Technology, and Martin Volsanger, Managing Director, Bosch Rexoth India Limited, signed the memorandum of understanding in Bangalore.
A press release by Mr Shettar said that the centre would be set up at a cost of Rs. 4.8 crore of which Bosch would contribute Rs. 3.6 crore.
Education
The centre would help impart world class education in engineering to students from north Karnataka.
He said synergistic alliance with Bosch Rexroth India Limited would help in greater industry-institute interaction. The centre would facilitate access to the latest technologies being used for automation. Students would get exposed to technologies such as like mechatronics, industrial electronics, hydraulic and pneumatic controls, industrial robotics, sensor technologies, CNC technologies, and communication standards.

Mysore, Belgaum on Kingfisher flight path

The newly built airport in Mysore, along with Belgaum, will after all have flights landing and taking off from their runways. Kingfisher Red will operate to these destinations shortly, airline boss Vijay Mallya said here on Monday.

Mallya told Deccan Herald that his carrier has finalised plans to fly Bangalore-Mysore-Chennai and Bangalore-Belgaum-Mumbai. “We have applied for necessary clearances and expect the green signal from the authorities anytime now,” he said. He agreed that the concessions announced by the state government would indeed be key factors for his airline to launch services for these destinations. The Rajya Sabha member said his executives were in discussion with the State Government. The beer and airline baron said Kingfisher would deploy the 55-seat ATR on these routes. At the time of the opening of the Rs 82-crore Mysore airport in May this year, Chief Minister B S Yeddyurappa had announced a subsidy of Rs 25 crore to facilitate flight operations. On the concessions, Mallya did not say in what form the subsidy would be made available to his airline by the government—whether by way of 50 per cent reduction in sales tax or in some other form. Kingfisher is the first airline to evince interest and make concrete plans to launch operations in Mysore and Belgaum. Other airline services have backed off citing poor passenger load for these two towns. Kingfisher Red, which was earlier flying to Belgaum from Bangalore, suspended its operations over a year ago. Mallya disclosed that along with these two cities his airline would launch operations between Bangalore and Pondicherry. For the first time after its launch, Kingifsher Airlines posted an operating profit of Rs 127 crore in the first quarter of 2010-11.

Four horticulture mega marts, each with a budget of Rs 100 crore, will come up in Hassan, Kolar, Shimoga and Belgaum, said Director of Horticulture M Jayaram on Wednesday.

Chief Minister B S Yeddyurappa will sign a Memorandum of Understanding (MoU) in this regard with the Department of Horticulture on August 8. Besides, the department will start two biotech centres in Shimoga and Bidar. Three flower auction centres in Tumkur, Davangere and Udupi are also on the cards.

Flower shows are converted into horticultural shows in the changing scenario. The focus is not only on aesthetics but also on dissemination of information on new technologies in horticulture, he added.

The show which will be inaugurated on August 6 at the Glass House at 12 noon by the Minister of Horticulture Umesh V Katti, will continue till August 15. The budget for the show is Rs 50 lakh as against Rs 80 lakh spent last year. The main attraction of the show will be a scaled down model of the India Gate of New Delhi structured with 2.5 lakh rose blooms at the Glass House.
Mark of respect

"We want to salute the monument on the eve of Independence Day. This will also be a mark of respect for all the martyrs and freedom fighters of our country," Jayaram said.
The show aims to bring people together to enjoy nature and know more about the variety of flowers and plants grown in the State. The show will exhibit varieties of flowers -Anthurium, Orchids, Bouganvillae, Impention, Cocks Comb, Celosia and other blooms, fruits, vegetables and horticultural plants. It also showcases potted plants, cut flowers, Thai art, Jannur, lke-Bana, Indian Floral Art, Bonsai and vegetable carving.

An essay competition on horticulture will be held on Thursday at Dr M H Marigowda Memorial Hall, Lalbagh from 10 am to 12 noon. The competition has no age limit.
Entry tickets will be available at all entry points from 9 am to 6 pm. The show will close at 7 pm. The entry fees for adults is Rs 30 and children is Rs 10 in working days.

Industries to set up units at Dharwad

DHARWAD: Mahindra and Mahindra and few other industries have expressed their willingness to establish their units at Dharwad. Minister for large and medium industries, Murugesh Nirani, said a JCB unit with an investment of Rs 500 crore will be set up at Dharwad.

Nirani told The Times of India on Monday that Baba Kalyani group will shift its proposed unit from Bangalore to Dharwad. Also, Hero Honda, which proposed to produce one lakh vehicles every year at Dharwad has now decided to manufacture two lakh vehicles per year, the minister disclosed.

Speaking on the government's future plans, the industries minister said it will introduce a new scheme __ `Udgyoga, Uddime' (employment, industry) __ to reduce unemployment among rural youths. Separate offices will be established at Gulbarga, Belgaum, Mysore and Bangalore divisions to implement the scheme effectively. The Centre will join the state government in sponsoring this scheme.

More Dharwad villages will be powered by solar

DHARWAD: Dharwad zilla panchayat is contemplating to include more villages under the solar power scheme. Guddad-Hulikatti village in Kalghatgi taluk has been adopted by ZP in the first phase for implementing the scheme.

ZP CEO C Shikha, speaking at the inaugural session of workshop on `Institutional finance for solar energy products' organized by Karnataka Vikas Grameen Bank (KVGB) here, said measures had been taken to install solar street lights in the entire village at a cost of Rs 4 lakh.

She said nearly 1.33 lakh rural households in the district are paying Rs 4 crore towards electricity bill every month and the use of solar power would reduce this burden to a great extent. Materials required for installing solar power units are being distributed to the rural people under solar loan scheme, she added.

The ZP will join hands with Karnataka Vikas Grameena Bank (KVGB) in creating awareness among the people about the advantages of solar energy, she said.

Presiding over the inaugural programme, KVGB chairman K P Muralidharan said the bank has a long-term plan to convert all villages as "100% solar villages". At present, the bank has selected 80 villages, and till date, nearly 14 villages have been declared as solar villages, he added.

The central government had selected KVGB as a member of the committee for implementation and propagation of solar power.

Inaugurating the workshop, vice-chancellor of University of Agricultural Sciences (Dharwad), R R Hanchinaal, called upon the people to use solar energy.

The Government is planning to extend the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) to some more cities in the country. It was proposed to include the following 28 cities/urban agglomerations with population of 5 lakh and above under the Urban Infrastructure and Governance (UIG) component of Jawaharlal Nehru National Urban Renewal Mission(JNNURM):

On account of resource constraints, these cities could not be included in UIG of JNNURM.

Public private partnership can play a significant role in supplementing Government’s efforts of building infrastructure in urban areas. JNNURM encourages urban loal bodies to use public private partnership for this purpose.

Request for inclusion under UIG of JNNURM have been received from a number of cities including Warangal, Karamsad, Gandhinagar, Hubli-Dharward, Gulbarga, Belgaum, Gaya, Biharshariff, Pawapur, Nalanda, Rajgir, Sultanpur-Lodhi, Kurkshetra- Pehowa, Gurgaon, Aurangabad, Vrindavan, Kurnool, Jodhpur, Gwalior, Guntur, Panipat, Bellary, Calicut, Darjeeling, Klimpong & Kurseong, Deoghar, Sambalpur, Dhule, Malegaon, Kolhapur, Port Blair, Kaithal, Siliguri, Haldia, Amravati, Solapur and all cities of Bihar with population above 2 lakh.

Cities that are not covered under this component are eligible for coverage under another component of JNNURM, namely Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) subject to availability of funds.

The Defence ministry is looking out for land near Belgaum to set up a Anti Terror Squad training centre. The Tahshildars have been given letters for the same and they have been told to identify land in Khanapur & Savadati talukas.

Sources say that Jamboti and Savadatti are the two shortlisted location wherein Jamboti could be selected, sources said.

Still the entire process on paper and what kind of training will be provided is yet to be decided.

Belgaum already has its pride the MLIRC and Airforce station. The ITBP also is building its camp near Hallbhavi.

The site as of today is not visible to all, but I had a chance to view it and site looks clean and most importantly most of its links are working. The website has been designed in Joomla and looks neat.

Embellished: The Hanuman Nagar Circle in Belgaum city has been given a facelift at a cost of Rs. 12 lakh.

The Hanuman Nagar Circle in Belgaum city has got a facelift. It now boasts of ornamental plants, grass carpet, benches and coloured lights.

The circle, situated in a locality with residences of mostly government officials, pensioners and political leaders, was recently given a facelift at a cost of Rs. 12 lakh.

There is also a cascade in the circle, a first in a circle in the city.

The project was conceptualised, planned, designed and executed by Commissioner of the Belgaum City Corporation S.G. Patil, social activist Ashok Chandargi and artist R.K. Godwani. Mr. Patil's experience during his association with the Upper Krishna Project, under which a beautiful garden was developed at Alamatti, came handy in converting this concrete circle into a beautiful “mini-garden”.

A gardener has also been employed to maintain the circle. The embellished circle is already attracting people of all ages.

Nrupatungabetta now a picnic hot spot

HUBLI: The Nrupatungabetta Ecological Education Park near Unkal in Hubli has come as boon for the people of the city, as they can spend their quality time with their families during the weekend and on holidays.

Within a span of few months, Nrupatungabetta has turned into a favourite picnic spot for the people of twin cities of Hubli-Dharwad. This is the result of the perseverance of the people of the twin cities, who kept demanding the authorities to develop Nrupatungabetta into picnic spot.

At last, the district administration, HDMC and other authorities concerned initiated works and developed at a cost of nearly Rs 1.20 crore, including all recreational facilities, last year.

Of the total 64 acres of the forest department's property, the picnic area was developed over 6.5 acres, while 1.5 acre was used to host a garden. This posh spot, which was thrown open to public last August, is now seeing a large number of visitors daily.

Facilities:

* Six-seater Nruptungabetta's public vehicle is available for senior citizens, who find it difficult to walk, a half-kilometre from the main gate.

* For visitors, there are three gazebos (Vishranti Dhaam), children park, water fountain, pathway, landscaping, arch, deer park. Visitors can also find solace by visiting the temples and darga set up on the premises of the Nrupatungabetta.

* The entire park is illuminated with solar lighting facility that makes this park environment friendly.

* Visitors can have a panoramic view of KSCA cricket stadium in Rajangar, BVB College, Naveen Hotel, KIMS campus, Gangubai Hangal Gurukul, Hubli APMC, Unkal Lake and other important landmarks of the city from hillock point in the park.

* To entertain visitors, the Kannada and Culture department organizes musical concerts every Sunday.

Speaking to `The Times of India,' Nirimithi Kendra's project engineer, Venkatesh Shettar said: "The government has spent Rs 1.20 crore for the beautification of this park and has received an overwhelming response from the people.

Sharing their views, some visitors, including Shakeel, a student of PC Jabin College, Nadeem a resident of Hubli, said: "The park is well-maintained, neat and tidy. We visit the park frequently."

To add more value to the park's greenery, PC Jabin College planted 150 saplings recently. The park has security cover all around, with a hefty fine for whoever is found smoking. The park is open from 9 am to 8.30 pm with a minimum fee of Rs 10 as entry charge, which is used for maintenance of the park, said sources.

Kudachi-Bagalkot Railway project gets nod

BANGALORE: The South Western Railways (SWR) has completed the survey of the recently sanctioned Kudachi-Bagalkot line in a record time and the Railway Board too has approved the survey and entered it in the pink book.
Now the railways can request the state government to acquire land for the project and work can be started as soon as the state government hands over the land to the railways. According to the survey report, the railways will need 750 hectares for the 142 km long project that is estimated to cost Rs 450 crore. The procedures have been completed within four months after sanctioning, unprecedented in the history of the state. SWR Chief Administrative Officer Vijaya Kumaran said: “The project would be undertaken on cost-sharing basis and the state government will bear 50 per cent of the cost. It will be completed at the earliest. We will initiate the process as soon as we get the directions from the railway board.” The railway line will pass through Mudhol, Jamkhandi and Terdal before reaching Kudachi in Raibag taluk of Belgaum district. Besides facilitating passenger travel, the line will help the transportation of goods to 12 sugar factories and five cement factories. The line will also help in transporting granite, iron ore and horticultural produce from the region. The Railway Board is yet to take a decision on seven more projects that were announced in the 2010 budget. The Railway Minister in her speech had said that the railways would consider some projects on Private Public Partnership basis for the state. According to sources in the state government, the board is yet to inform the state government about the mode in which the other projects that were announced for the state would be undertaken.

Work in full swing: The Mahatma Gandhi Park in Hubli is expected to become a major tourist attraction in the north Karnataka region.

The dream of having a lively park with modern entertainment facilities will soon become a reality here.

Once renovated, the Mahatma Gandhi Park, which will house the Indira Glass House, is expected not just to be a novelty in this growing commercial and educational city, but to also become a major tourist attraction in the north Karnataka region.

Chandrashekhar, Deputy Director of Dharwad Zilla Nirmithi Kendra that has been entrusted with the park construction work, told The Hindu that apart from being rich in vegetation, it would have entertainment facilities such as a toy train, musical fountain, an open theatre, 1.5-km pathway and a 100-m skating ring.

Sculptures depicting wildlife and traditional lifestyle of villages would be an added attraction.

The park has been designed with a different concept and special equipment, light and sound system have been provided for it
