Coastal K’taka developing into terror hub

HUBLI/BANGALORE: With the arrest of three suspected Islamic radicals in Davanagere and detention of two medical students in Hubli, the probabilities of a huge terror network between the coastal lines of Goa-Karwar- Mangalore suggested by the Military Intelligence and the Karnataka State Intelligence seems to be coming true.Shockingly, more professional engineering and medical students are being roped into the terror network, while locals in these areas help terror groups, especially Pakistan-based ones.

Senior police officials in the Anti-Terrorist Cell say that Karnataka seems to be a soft target for them, because of the poor security system in the coastal areas. “Places like Hubli and Bidar are central points for development of sleeper cells, recruitment and training of Islamic radicals, while the sea route through Kerala was used to transfer fake currency notes and weapons,” said the police official.Central Intelligence sources say that terrorist modules have been planning to travel to three sensitive areas, Karnataka, Mumbai and Goa.

This is primarily because of the progress in economy. Their aim is to destabilise the booming economy, said a source.Karnataka provides excellent areas for covert operations of both crime syndicates and subversive groups, it added. Other than Karwar, Puttur, Bantwal and Bhatkal are places where there is a huge circulation of fake currencies, main source of which is Dubai.

WHAT TRIGGERED THE TRUTH?On Jan 11, 2008, sub-inspector of Honnali police station, Davanagere district, U H Satenahalli, got suspicious of Asadullah alias Abubaker Enegi alias Aslam and his friend Riyazuddin Nazir who were moving around. Another man accused of terror links Shabbir was also detained by the police on the same day. Asadullah was said to have a residence at Hanumanth Nagar, Hubli. During his interrogation, it was revealed that these accused were taking the help of one Mohammed Asif to hide duplicate keys and RCs.

The police recovered CDs containing software network, teachings of Madarasas situated in Madur in Kerala, tourist maps of Karnataka, Goa, Udupi and Mangalore, ATM cards and a bag containing 2000 US dollars.Meanwhile, the Central Intelligence and the State Intelligence are aware of the fact that Karnataka has always been the target for terrorists. This point became stronger after the revelations of six Al-Badr men arrested in Kutch in March last year. They indicated that Pakistan-based terror groups had been planning to set their base in coastal areas, especially Karwar, which houses INS Kadamba, a strategic Navy base.

The men during interrogation had said that the terror group were in the process of circulating fake currency notes in coastal areas of Karnataka, and also transport weapons before setting their base in the region, by July, 2007.

Terror suspects had targeted Hubli airport:

HUBLI: In a startling revelation, sources in the intelligence said that the suspects detained at Davanagere had targeted Hubli airport and had been preparing for it since a couple of months.Police sources revealed that the one of the suspect was brought to Hubli for identification at an internet browsing centre, after his arrest in Davanagere.

This website's newspaper which bumped upon this information traced it to a browsing centre on Gokul Road near Manjunath Nagar Cross, where the suspect is said to have sought to browse the net. "I remember it very well, he came three months ago during MBBS exams. He was acting in a suspicious manner. He sought to browse for 10 minutes," said the person in-charge of the browsing centre.

On observing him further, one of the employees found him downloading some maps of the Hubli airport. "We reported to the police immediately, but, he got alerted and fled the scene on his Yamaha Libero bike. The police bikes were not a match to his speed as he wheeled his bike before he fled," he said.Interestingly, after the two suspects were arrested a few days ago, a senior police officer from Davanagere came with the same person to the browsing centre. The police official cross-checked with the browsing centre owner, asking him whether it was the same person who had fled the scene few months ago.

"He has cut short his beard. But some of my friends who were have here identified him," he said. The maps found with the suspects were of places like Hubli, Udupi, Bangalore, Davanagere and Karwar. Sources said that the maps of Hubli and Bangalore were marked with red ink and maps of Udupi and Davanagere had green marks which the police suspect as the target places.

Source: http://www.livemint.com/2008/01/23234743/Karnataka-to-account-for-44-o.html

Despite political turmoil and poor infrastructure, software and service exports from Karnataka continue to grow and this year will be 44% of the country’s total IT (information technology) and back-office services exports of around $40 billion (Rs1.58 trillion). Software exports from the state, which were growing at a compounded annual growth rate of 38% over the past three years, are expected to grow by 46% in 2007-08.

According to M.N. Vidyashankar, principal secretary to Karnataka government, department of IT, biotechnology, science and technology, the software exports from the state will touch Rs70,000 crore ($17.6 billion) during 2007-08 compared with Rs47,900 crore in 2006-07. Karnataka, which had a gross state domestic product of about Rs1.94 trillion in 2006-2007 dominates software and back-office exports from India. “We could’ve done more than Rs70,000 crore but forthe rupee’s appreciation,” said Vidyashankar.

According to Nasscom, the trade body of the software and services industry in India, the country’s IT exports will grow by 26-29% in 2007-08, with software and services exports of around $28-29 billion, and back-office services exports of $10.5-11 billion.
As of March 2007, there were nearly 2,000 firms operating out of Karnataka. Two of India’s biggest software firms, Infosys Technologies Ltd and Wipro Ltd are also headquartered in the state. Vidyashankar said in the last two months, the state has cleared 82 IT projects worth Rs83,000 crore.

Tier-II or smaller cities such as Mysore, Mangalore, and Hubli have already caught the attention of companies investing in IT. Karnataka is asking IT companies to invest in seven other satellite towns, including Bidadi, Bellary, Belgaum, Kushalnagar, Kolar, Shimoga, and Tumkur.

Maharastra bans crushing Karnataka cane

BELGAUM: The Maharashtra Government has banned its sugar factories from crushing sugar cane grown in Belgaum and Khanapur taluks of Karnataka.

The factories have been warned that a fine of Rs 250 per tonne will be imposed on them if the ban was violated and that the vehicles used for transporting cane will be seized.Maharashtra has taken a decision in this regard after verifying the facts tabled by the committee led by Prof N D Patil, which had asked the state to crush cane grown by Marathi linguistic farmers in Belgaum and Khanapur taluks, as factories in Karnataka were refusing to crush cane grown by the Marathis.

The Maharashtra Government, first believed the words told by the committee and had asked the Marathi cane growers in Karnataka to send cane to the factories in Maharashtra before December 10, 2007. However, after counter-checking the facts, Maharashtra realised the truth and had imposed the ban on crushing the cane. The committee had stated that Marathi linguistic farmers grow more than 3 lakh tonnes of cane every year, of which most of the quantity goes waste without being crushed in Karnataka factories.

However, Maharashtra has asked its factories to take up cane grown in other states only after crushing cane grown in Maharashtra.

16 cities in State to get FM

Source: Deccan Herald (http://www.deccanherald.com/Content/Jan132008/scroll2008011346380.asp?section=updatenews)

The private FM radio explosion will soon embrace the hinterland of India, going into the smallest of towns, and among the beneficiaries will be residents of 16 places in Karnataka.
The Broadcast Engineering Consultants India Ltd (BECIL), a government body tasked with formulating the growth plan of FM radio, has said in a report that the Phase-III of private FM radio expansion should focus on small town India.
Accordingly, BECIL has suggested to the Telecom Regulatory Authority of India (TRAI) that the Phase-III expansion should focus on 237 ‘C’ and ‘D’ category towns in addition to some ‘A’ and ‘B’ category cities.
Expansion process
mooter_page_section="AdUnit2";

If the expansion process goes ahead as envisaged after TRAI gives its recommendations that will be formulated after receiving the inputs of all stakeholders to a consultation paper it has issued earlier this week.
People of Karnataka will be one of the major beneficiaries of this expansion as a number of places will be brought under the FM radio map when it is implemented.
According to the list of cities suggested by BECIL where FM stations should be allowed in the State are Belgaum, Bellary, Devangere, Hubli-Dharwad (all four stations each), Bijapur, Bidar, Chitradurga, Chikmagalur, Gadag Betigeri, Hospet, Hassan, Kolar, Raichur, Shimoga, Tumkur and Udupi (all 3 stations each).

Reliance Fresh Belgaum retail outlet and Distribution Unit

Source: oheraldo.in & http://belgaumnri.blogspot.com/

Goa’s reliance on vegetables and fruits from Belgaum could be under threat and competition has come in from an economic giant. The setting up of a vegetable procuring unit at Belgaum by ‘Reliance Fresh’, a division of Reliance Industries Ltd, to provide vegetables to its growing chain of outlets in Karnataka, Andhra Pradesh and Maharashtra may adversely affect the supply of vegetables to Goa in the near future.Farmers in Belgaum are only too happy to offer their produce to Reliance at better rates and with the vegetable supply from Belgaum — predominantly meant for Goa — now likely to be diverted elsewhere, Goans would have to pay much more for the few vegetables that enter the Goan market.Incidentally, though Reliance Fresh intends to set up seven outlets in Goa at ‘cheaper rates’, the supply of vegetables would be too meagre to cater to the entire state. Reliance has recently set up a procuring unit at Halga, about 10 km from here, where vegetables are being purchased directly from farmers. “Vegetables purchased are being sent to Hyderabad and other places,” Suresh D, the unit manager at Halga said.At present, about 10 tonnes of vegetables are being procured by Reliance everyday and sources speculate that the demand would rise sharply with the growing number of retail outlets to be opened in the region. The unit at Halga is strategically based at the hub of the vegetable growing hinterland of Belgaum district, where more than 60% of the farmers in the district are engaged in growing vegetables.Sudhatai Hiremath, Secretary of the Agriculture Produce Market Committee (APMC), the apex body controlling the procurement and sale of vegetables and other farm produce, said Reliance has been issued licences to procure vegetables from farmers and the company has been promptly paying the cess to APMC. Officials disclosed that Reliance plans to open seven outlets in Goa and attempts are being made to supply farm-fresh vegetables from Belgaum at rates cheaper than that offered by the Belgaum vegetable traders. This is because Reliance will buy vegetables directly from farmers, eliminating middlemen in the process. “Our intention is to give justice to the farmers by offering them better rates for their produce,” said Aniruddin of Reliance. According to Umesh Patil — a vegetable wholesaler and member of the Cantonment Wholesale Vegetable Merchants Association — over 100 brokers supply vegetables to Goa and other coastal areas including Karwar, Kumta (Karnataka) and Sindhudurg (Maharashtra).“About 30 tempo loads of vegetables are supplied to Goa everyday and more than 70% of the vegetables from Belgaum are sent to the coastal areas,” said Patil. To a query on the impact of ‘Reliance Fresh’ on the prevailing supply of vegetables to Goa, Patil admitted that while the prices may not increase in the immediate future, the increase of Reliance outlets in the region could spark off a shortage of vegetables en route to Goa.Meanwhile, the farmers in the district are pleased with the new development, as they are being paid a better rate as compared to the brokers.“We do not have to bother about the brokerage and other costs that we earlier used to pay,” said a farmer.

MRPL to focus on domestic mart

Site: http://www.business-standard.com/compindustry/storypage.php?leftnm=1&subLeft=1&chklogin=N&autono=310596&tab=r

Bibhu Ranjan Mishra / Bangalore January 14, 2008,

State-owned refinery will reduce dependence on exports as revenues fall.

With the domestic demand for petroleum products at an all-time high, Karnataka-based Mangalore Refinery and Petrochemicals (MRPL) is planning to reduce its dependence on the export market.

The company, which used to export about 50 per cent of its products, is aggressively looking at new avenues in the Indian market.

“Exports bring us lesser revenues today, so we will concentrate more on the domestic market. Whatever surplus we have after catering to the domestic market, we will export,” said R Rajamani, the managing director of MRPL.

He said the company’s exports have fallen to 43.45 per cent (of the total revenues) from about 50 per cent a year ago.

MRPL, which saw a turnaround in 2003-04, a year after state-owned Oil & Natural Gas Corporation acquired a majority stake in the company, now exports motor spirit, mixed xylene, naphtha, high-speed diesel and aviation turbine fuel (ATF) to about 18 countries.

MRPL is the second-largest exporter of manufactured goods in India. In fiscal 2006-07, MRPL’s export revenue stood at Rs 11,673 crore out of its total revenue of Rs 32,376.8 crore.

The Miniratna, which ventured into direct marketing in 2000, is aiming at revenues from oil retailing and supply of jet fuels.

While the company has already forayed into the fuel retailing business, with the opening of its first retail outlet in Maddur in Karnataka, it is hoping to tap the lucrative ATF market in India.

The ATF market in India has so far been dominated by state-owned oil marketing companies such as IOC, HPCL and BPCL.

“We are presently in talks with two airlines. The draft agreements are being exchanged. We are going to supply ATF to Bangalore International Airport (BIAL) and Hyderabad International Airport,” said Rajamani. He said MRPL had submitted bids to supply ATF to Air India and Indian Airlines.

“We had applied for tenders from Air-India and Indian Airlines, which will be known shortly. They had invited tenders for the supply of ATF in about 8-9 airports. We have already applied for some of them,” he said.

Meanwhile, MRPL is readying itself with an ATF loading facility inside its refinery, at an investment of about Rs 20 crore.

“Once we establish the ATF loading facility, we will aggressively bid for tenders,” he said.

The fuel retail outlet at Maddur has come up with an investment of about Rs 1.7 crore. It will open two more outlets in Hubli and Mangalore.

Initially, the company announced the opening of about 15 outlets in three southern states, including Karnataka, Andhra Pradesh and Tamil Nadu, in the next six months, and about 500 outlets over a period of time.

The company said the investment in the retail venture would be in excess of Rs 500 crore. However, before going in for aggressive expansion plans, MRPL will await oil bonds from the Centre.

“Once we start these outlets, we will approach the government for bonds. Based on that, we will go ahead to expand our retail presence,” said Rajamani.“Once we establish the ATF loading facility, we will aggressively bid for tenders,” he said.

Bangalore Jan 9: Apparel exports major, Gokaldas Exports, is planning to set up manufacturing units at Hubli and Mangalore in Karnataka with a combined production capacity of four million garments a year.

"Today, rentals in Bangalore are sky-high. It's Rs 15 per square feet (rent per month) for industrial sheds. Far too expensive. It should have been Rs 7-8 per square feet to sustain costs," he said.

Hinduja said its manufacturing facility at Hyderabad would be commissioned in April.
