It is estimated that the Project at Hubli would require an investment of around Rs.33.20 crores including up-front Land Premium, land development and construction costs of Bus Station and commercial development, cost for obtaining approvals for commercial development, interest during construction, financing charges, price contingencies, pre-operative expenses of the Project.
The following are the salient features of the conceptual design of the proposed Bus
Station, which is enclosed in Annexure 4 of this PIM:

RFP for development of modern bus station of Belgaum
NWKRTC has invited Request for Proposals for the Development of Modern Bus Station and commercial complex on NWKRTC site at Belgaum on Public Private Partnership (PPP) Basis. The Bids for the same will be opened on 02.09.2010. The estimated Project Cost Rs. 25.70 crores and will be built on Lease-cum-Development Format Design-Build-Operate-Transfer (DBOT) basis.
The project site (CBT and divisional Workshop) measures around 5.76 acres.
The entire project will be executed in two stages and on two sites Site one- CBT measuring 3.76 acres and 2 acres of the divisional workshop.

Proposed structure of the new the new Bus station
The new bus stand will have 41 bus bays, bus circulation and parking areas, auto-rickshaw lane, taxi parking lane, basement parking for private vehicles, passenger entry/ exit, Terminal building consisting of passenger circulation and waiting areas, ticket/ reservation counters, cloak room, first-aid room, waiting rooms, passenger amenities like drinking water, toilets, yatri nivas etc., restaurant, shops, kiosks and administrative offices, crew restrooms, parcel office and other facilities
The existing Belgaum Central Bus Station of NWKRTC is located in the heart of Belgaum city on an area of 3.08 acres. The adjacent NWKRTC Divisional Workshop is located on 4.68 acres and is proposed to be shifted to a new location on the outskirts of the town.
Currently the stand has 10 Platforms with 22 bus bays and operates 1158 bus trips a day. However, they are insufficient due to increasing bus traffic and passenger growth. The bus movement area has rigid pavement and the terminal departure bays are covered with truss structure roof.
With the growing population the proposed traffic is as follows:
30 bus bays and passenger amenities for around 1,500 passengers presently
• 41 bus bays and passenger amenities for around 2,000 passengers by 2015 and
• 74 bus bays and passenger amenities for around 3,700 passengers by 2031
The proposed Bus Station on Project Site-I is designed to meet peak requirements till 2015, after which NWKRTC may plan to construct Phase-2 of the bus station to accommodate 74 bus bays, which will meet peak requirements till 2031.
Development of Phase-1 of the new modern bus station is proposed to be developed on Project Site-I of around 3.76 acres as part of this Project.
The new station will have
• 41 bus bays to meet peak requirements till 2015

• Entrance lobby with reservation counters, ATM and security kiosks
• Restaurant & shops
• First Aid room and pharmacy

• Yatri nivas, Basement vehicle parking for cars and 2-wheelers, Auto-rickshaw and taxi lanes & User friendly for physically challenged persons.
Retail development comprising of retail stores and food courts/restaurants will be on Project Site-II of around 2.00 acres.

‘Government has agreed to release Rs. 50 crore for NWKRTC’
Belgaum: The Government has earmarked Rs. 1,200 crore for the overall development of small and medium towns in the State, said Minister for Water Resources and district in-charge Basavaraj Bommai on Wednesday.
Addressing a function organised to lay foundation stones for various development programmes worth Rs. 5 crore in Hukkeri, he said no government in the past had facilitated as much funds for development of small and medium towns in the State as being done by the Yeddyurappa Government. The Government has earmarked Rs. 5 crore each for a town having municipality, Rs. 15 crore each for city municipalities and Rs. 2 crore each for town panchayats. The allocation of funds would ensure expeditious development and improvement of infrastructure in these towns.
“Thus, contractors and officials should make proper utilisation of these funds,” he said.
Mr. Bommai also set in process the improvement of the bus stand in Hukkeri town (taken up at an estimated cost of Rs. 50.26 lakh), development work worth Rs. 2 crore in Sankeshwar town and released five new buses.
Later, Minister for Cooperation Lakshman Savadi unveiled a stone plaque to mark the foundation stone laying for the construction of a Rani Channamma Residential School in Hukkeri town.
Chairman of North West Karnataka Road Transport Corporation Mallikarjun Savarkar said the Government had agreed to release Rs. 50 crore to the corporation for improving its services in the region. The Government had provided Rs. 25 crore as per the recommendations of the Nanjundappa Committee on Redressal of Regional Imbalances.
He said the corporation had introduced 455 new buses. Another 150 buses would be introduced by the end of March, he said. Steps have been taken to cut down losses by 50 per cent this year, he added. Rs. 4-crore profit for NWKRTC
Sirsi: NWKRTC (North West Karnataka Road Transport Corporation) has earned a profit of Rs. 4 crore in the last four months coming out from loss, said Mallikarjun Savukar, Chairman of NWKRTC.
He told presspersons here on Saturday that in four months [from April 2008 to July 2008], the corporation suffered loss and in the same period this year, it had earned a profit.
He said that it was possible due to running of buses in time and the formation of and the change in inspection squads.
He said that the State Government would give Rs. 50 crore and the NWKRTC would purchase 600 buses soon.
Tax exemptionThe NWKRTC has asked for tax exemption on par with North East Karnataka Road Transport Corporation (NEKRTC).
He also said that Rs. 8 crore had been received out of the Rs. 25 crore sanctioned as per the Nanjundappa commission report, and a new bus stand and drinking water facility would be provided with this fund.
To overcome the flaws in the NWKRTC, senior officials have been asked to visit depots for inspection every week, Mr. Savukar said.
NWKRTC managing director A.N. Patil, manager Baburao and Sirsi divisional controller M.N. Venkatesh were present.

Loss-making NWKRTC seeks sops
HUBLI: In a bid to revive the loss-making North West Karnataka Road Transport Corporation (NWKRTC), the public sector unit will write to the state government seeking road tax exemption, said Mallikarjun Sahukar after taking charge as the new chairman of NWKRTC on Monday. He said every year, the corporation is paying road tax to the tune of Rs 50 crore. "If this is exempted, the saved amount could be diverted to other aspects to strengthen the organization.
It has suffered a loss of Rs 264 crore in the last six years," he added. In spite of NWKRTC suffering losses, no bus route will be cancelled, he clarified. "Service to the people is more important for us and not profit," he said when asked about the recommendations to cancel routes that earn no profit. He said that he needs some time to fully know the organization's functioning and to draw measures for its revival. "Emphasis will be given to safe journey of passengers, hygiene and clean drinking water in bus stations," he added. 600 new buses Sahukar said for 2009-10, the NWKRTC has drawn an action plan to add 600 more buses at a cost of Rs 95.20 crore to its fleet.
The action plan also intends to introduce 250 new bus routes, taking the total to 4750 by 2009-end. NWKRTC aims for a profit of Rs 40.38 crore in this fiscal year. CBT to go the Swiss way Sahukar said the City Bus Terminal (CBT) in Hubli would be developed on Swiss model on build-operate-transfer (BOT) basis at a cost of Rs 8 crore. The Old Bus Stand in Hubli and the one in Belgaum would also be upgraded with commercial complexes and modern facilities at Rs 40 crore each on PPP basis. Student bus passes Sahukar said the students can get concessional bus passes in their respective schools from this year.
This will help students get passes easily, who otherwise would have to wait in queues at bus stops. Action against private buses The new NWKRTC chairman said that he needs at least three months to take action against private buses for picking up passengers from near Old Bus Stand here. "I need to discuss with the RTO and the police before proceeding in this regard," he said, when reminded about the rule that no private buses should be allowed to pick up passengers near KSRTC bus terminals.
